  2. I. Johnson’s Plan • (Restoration) • President Johnson wishes to follow Lincoln’s plan. (Easy on the Southerners.) • Congress distrusts Johnson because he is a southerner.

  3. Pardons for all Confederate leaders granted by President Johnson himself.

  4. Southern States will decide if Freedmen can vote.

  5. STATES’ RIGHTS!

  6. Radical Republicans! VERY HARSH ON THE SOUTHERNERS!!

  7. II.RadicalRepublicans • Divide the south into 5 temporary military zones controlled by the U.S. Army • Suffrage to African American males • Ratification of the 14th Amendment Citizenship & equal protection under the law • Former Confederate officers are not allowed to vote or hold office.

  8. III. The Freedman’s Bureau • Organization set up in 1865 as part of the army to help freed slaves adjust to freedom. • Clothes, medical supplies, food, shelter. • EDUCATION • Johnson Vetoes the bureau.
