The CACI MillenniumBlueprint • Major emphasis on workforce development to increase the supply of qualified workers • Use of basic & technical workplace skill competencies to create a new language for business and educators with which to communicate & improve academic achievement, education, & training

  4. Colorado’s Education/Workforce Development Challenge Of 100 ninth graders in Colorado, only 17 will achieve a four-year college degree or a two-year associate community college degree within nine years. Source: CCCS & CDE

  5. What is a Workplace Competency? A chemical process technician should be able to: • Operate a computer-controlled gas chromatograph • Correlate characteristics of boiling point, vapor pressure & viscosity with choice of storage containers • Test safety equipment in labs & maintain log • Identify linear proportion of calibration curve • Determine water in crude oil using Karl Fischer titration American Chemical Society

  6. Montrose Manufacturers Association • National WINs project won by CACI sends $20,000 to MMA • MMA project uses ACT’s Work Keys to profile entry-level positions & assess workers & applicants • ACT’s Work Train to provide training & education to improve Work Keys scores

  7. CACI Develops Work Keys Policy • MMA presents to CACI Workforce Development & Education Council last fall, which approves policy resolution then endorsed by CACI Board in December • MMA seeks to make Works Keys assessment for juniors (required by SB 00-186) optional in place of ACT

  8. What is Work Keys? • Nationally validated system for assessing skills needed for employment • Skills measured are transferable & needed in most jobs • Assessment tasks are based on the workplace • Skills applicable to most careers

  9. What specifically is Work Keys? • 6,000 occupational/job profiles in terms of skills & skill levels • Skill assessments--work skills and skill levels possessed by an individual • Training support--programs to close the skill gaps identified by assessments

  10. Work Keys Skills Assessments • Communication skills --Listening/writing, reading for information, locating information • Problem-solving skills --Applied math, applied technology, observation • Interpersonal skills --Teamwork Computer skill assessment to be added in 2001

  11. Benefits for High School Students • Develop career awareness & explore career options • Increase academic achievement (CSAPs) • Improve Work Keys skill sets • Improve “soft skills” • Motivate non-college bound students • Benefits for college-bound as well

  12. Work Keys in Colorado • Weld County alternative high school • Loveland, Olathe, Montrose, Delta, Platte Valley, Weld County, Windsor, Cedaredge, Eaton Ault, Grover, Pawnee, Praire, Hotchkiss, Valley, Paonia, Merino . . . . • Aims Community College • Delta-Montrose Vo-Tech

  13. Work Keys in Colorado & Other States • Used by Coors, Kodak, B.F. Goodrich, Trane, and MMA members • Colorado’s community colleges are developing Work Keys assessment centers • Nine states using Work Keys • Wichita (KS) Chamber of Commerce

MMA, CACI & the Governor’s Office • CACI policy directs CACI staff to work with Governor, General Assembly to explore Work Keys potential for Colorado • Governor’s Office tells MMA/CACI meeting that Work Keys cannot be optional for the ACT • ACT will provide statewide academic assessment for all juniors and all high schools, which is needed for comparability

  15. MMA, CACI & the Governor’s Office • Governor’s Office is interested in a state policy/role in encouraging local schools and business organizations to explore Work Keys • Possible approach: State matching challenge grants to local high schools & business organizations to pay for Work Keys

  16. CACI, the Governor’s Office & the General Assembly CACI will discuss with the Governor’s Office and the General Assembly how a basic skills assessment such as Work Keys can be used to promote Blueprint’s workforce development goals for Colorado
