Waste ManagementLEGISLATION Waste Act - first 1995, newest 2004 Sub-acts: - Regulation on categories, types and classification of waste with the waste catalogue and the list of hazardous waste (2005) - Regulation on Requirements for Handling Hazardous Waste (1998) - Regulation on supervision of transboundary movement of waste (2006) - Ordinance on Requirements for Handling Waste (1997) - Ordinance on Waste Types (1996) - Ordinance on Packaging and Packaging Waste (2005) - Ordinance on Waste tyres Management (2006) - Ordinance regarding the List of Legal and Natural Persons Carrying Out the Activity of Export of Non-Hazardous Waste (2004) Under preparation: sub-acts regulating waste oils, e-waste, end of life vehicles, health-care waste. Party to the Basel Convention

Waste ManagementPROBLEMS waste management –identified as major problem in environmental sector • Legislation exist / enforcement problem • Lack of facilities for treatment/disposal • Share of separately collected fractions - too small • Waste is mainly directed to landfilling, however • “official” landfills do not meet standards • numerous uncontrolled dumpsites • Education / public awareness – insufficient • Data on waste quantities and waste streams – lack in quality/quantity Last few years: Many improvements in the field of legislation, infrastructure, capacity strengthening and instruments development (harmonization, new acts, landfills remediation, new organizations (Fund/Agency), economic instruments, infosystem)

Waste ManagementMUNICIPAL WASTE Municipal waste ~ 1,3 mil. t (295 kg/inh) - increasing 86% population covered in 2004 (57% in 1995) 8% (35) municipalities not covered Collection&disposal charge– calculated on the basis of m2 floor area Separate collection – second half of the eighties – containers (paper,glass,PET,tin cans) & recycling yards 48%paper, 42%glass, 10%other - 27.000 t (2004) - composting ~ 15.000 t Other – sent to landfills Share of separately collected packaging waste - considerable increase in 2006, due to new Ordinance on Packaging and Packaging Waste (regulates the handling of PW, set producer responsibility scheme, introduces taxes)

Waste ManagementPERMITS, RECOVERY/DISPOSAL Waste management permits for collection or/and treatment of waste • 209 colectors of MW (only 70 permits) • 220 collectors of non-hazardous industrial waste (metal, paper/cardboard) • 180 exporters of non-hazardous waste, mostly metals • ~70 companies handling hazardous waste • 12 exporters of hazardous waste Recovery/ treatment capacities –development needed Landfilling 187 active landfills acting as “official”, most of them • not complying with standards • not having necessary permits Remediation proces – started for 167 location In the future – Regional centres for waste managment

Waste Information System Landfill inventory • CEA project – started in 2004 • GIS database containing data on 280 landfills (“187 official”): • Landfills as polygons • Photo base • Data for each location (w.quantities, w.types, permits, env.protection measures, monitoring,...>100 attributes) • GIS application available at CEA website – since Oct.2006 • 3 levels of access to application

  16. Waste Information SystemAnnual data on waste types/quantities • Two Data Collection Systems, managed by: 1. Croatian Environment Agency Waste inventory (KEO/waste) - administrative system set up in waste legislation- 1998 2. Central Bureau of Statistics – statistical survey

Waste Information SystemStatistical survey-Central Bureau of Statistics • Managed by Central Bureau of Statistics (CBS) Basis:Law on Statistics and Annual Program of Statistical Surveys • Until 2004 - 3 surveys • Year 2005 – 1 survey June 2006 – data sent to EUROSTAT (Waste statistics regulation)

Waste Information SystemWaste inventory- Croatian Environment Agency Waste Inventory KEO/waste Mantained by the CEA according to: • Waste Act (procedure, obligations) • Ordinance on Waste Types (forms) • Regulation on the types, categories and classification of waste with the waste catalogue and the list of hazardous waste • Ordinance on Environmental Emission Register (KEO) Quality control - quality/quantity of data not good enough to provide sound basis for reporting/decision making

Waste Information SystemWaste inventory- Croatian Environment Agency Activities: • Improvement of the system (questionaires and procedures, software tools, capacity and commitment on local level, QA/QC improvement) • Harmonization with EU standards is needed (Waste statistics regulation, PRTR -Pollution and Release Transfer Register) • Avoid duplication of work: - define roles of Croatian Environment Agency and Croatian Bureau of Statistics in waste data collection and reporting - related to setting up new data delivery obligations in the proces of transposing directives on specific waste streams (packaging/tyres/weee..) • Improve the availability of data to the public Revision of the system- ongoing: • new Ordinance in preparation • revision of questionnaires (proposal by CEA) • new web-based application in preparation
