  1. Safety of Operations Jefferson Lab operates the accelerators in accordance with the Accelerator Safety Order, DOE O 420.2B, guided by DOE G 420.2-1. DOE O 10CFR851 is used extensively for our user activities. The Final Safety Assessment Document (FSAD) presents an analysis for JLab and information that demonstrates compliance. The Accelerator Operations Directives (AOD) provides directives to personnel and others who operate and maintain the accelerators. The Free Electron Laser Operations Directives Supplement (FELODS), provides additional directives to FEL personnel and others who operate and use the FEL. Each of the FEL user labs has a specific Laser Personnel Safety System (LPSS) which assures safety of operations with the class 4 lasers and other light beams present in that lab. There is a required user training module for these.

  3. Implementation of ISM For the accelerators electronic documents are used for defining, planning, and mitigating hazards in activities. No work is allowed without approval by the FEL co-ordinator. “Tool-box” meetings are held at 8:30 each morning at the FEL to co-ordinate approved activities including user runs. Jefferson Lab uses feedback, lessons learned, and aggressive reporting even of small incidents. Jefferson Lab also uses feed forward, to attempt to anticipate and prevent injuries using a quota based Safety Observation system.

Safety Training for Users Jefferson Lab maintains a user office which is used for both the nuclear physics and FEL programs. - registration – on-line - training – on-line for general courses Users get a badge with an RFID that gives entry and lab lock-up permission. Total users as of May 11, 2011 = 845 Training is done via a graded approach. For access to FEL - Environmental Safety and Health Orientation - Security - General Employee Radiological Training - Oxygen Deficiency Hazards For users there are specific training modules, one for each lab, radiation worker 1 for those in the accelerator vault, laser training for those using light.

  5. Work Planning for Users There are 2 documents for the FEL. • Experimental Safety Approval Form (ESAF). This form identifies: • Experimenters. • Hazards. • Mitigations. • Lab layout. • Procedures. • Waste management. A walkthrough is required after set-up and prior to operations. • Laser Operations Plan (LOP). This tells the control room operators the specifics of the beam conditions required shift by shift, as part of the shift-plan.
