CORE ACTIVITIES • Provision of air navigation services in the Romanian Airspace • air traffic services at: • 16 TWR units • 3 APP units • 1 ACC unit • communication, navigation and surveillance • meteorological services for air navigation • 16 MET Offices • 13 MET Self Briefing Offices • 1 MET Watch Center • aeronautical information services • 3 ATS Reporting Offices (ARO) • International NOTAM Office(NOF) • Civil military coordination • Search & Rescue coordination

OPERATIONAL CONCEPT • ACC and APP Bucharest located in Bucharest ATC Centre • Terminal control area and APP Constanta Traffic Unit (since 2010) • Terminal control area and APP Arad Traffic Unit (since 2012) • Terminal control area and APP Cluj in Bucharest ATC Centre (to be implemented in 2015)

  5. OPERATIONAL CONCEPT • Upgraded Flight Information Centre (FIC), located in Bucharest ATC Centre • Provision of means and procedures for contingency situations: • National level • Danube FAB level

European Commission stated the political vision and key performance targets for 2020 , which are to be achieved by the Single European Sky, and the SES ATM Research (SESAR) R&D Programme - as its technological pillar, are expected to enable the handling of twice the current European air traffic by 2020: enable a threefold increase in ATM system capacity; improve the safety performance by a factor of 10; reduce by 10% the environmental impact per flight, and reduce the cost of ATM services provision to airspace users by 50 %. FAB establishment is required by EU legislation as a key element of the Single European Sky. ATM DOMAIN - DANUBE FAB 7

  10. FRA implementation at FAB level is expected to result in a distance saving for airspace users of almost 4000 nm per day – equivalent to over 25 000 kg of fuel, and over 80 000 kg of CO2 emissions • ATM DOMAIN - DANUBE FAB Free Route Airspace 11

ATM DOMAIN - MAIN OBJECTIVES • ROMATSA 2015+ ATM SYSTEM • The strategy for the modernisation of the Air Traffic Management system in ROMATSA , in the context of the Single European Sky Programme (SES), will ensure full interoperability of the ATM System, in terms of the SES requirements • ROMATSA has planned to modernize the ATM system: • in line with the SESAR objectives • maintaining the ATM system interoperability • A contract is in place for the installation of a new ATM system

CNS DOMAIN - MAIN OBJECTIVES • AIR SURVEILLANCE SYSTEM MODERNIZATION TIMELINE SINCE 2011 • 2011 – Modernization of Mode S radars – Bucharest • – Putting into service of Multilateration Transylvania (Cluj, Sibiu, Tg. Mureş) • – Modernization of Mode S radars – Arad and Constanta • 2013 – A-SMGCS system Bucharest Otopeni (pending for RCAA Approval) • -2016 – Modernization of Mode S radars – Otopeni • -2015 – Modernization of Mode S –Cluj, Bacău • 2014-2015 – Extension of Multilateration in South Romania • 2016 – Putting into service ADS – B pilot system in FIR BUCHAREST

CNS DOMAIN - MAIN OBJECTIVES • COMMUNICATION SYSTEM MODERNIZATION As of February 2015, the modernized ground-air-ground communication infrastructure will allow the use of the data-link services (CPDLC) on route and in the terminal areas based on VDL mode 2 protocol in accordance with the operational requirements and specifications developed in this respect

  14. CNS DOMAIN - MAIN OBJECTIVES • COMMUNICATION SYSTEM MODERNIZATION • by 2015 a new modernization stage, started in 2010, for the ROMATSA Comm. Network (STcR) will be finalized. • The ROMATSA Comm. Network Project (STcR) started in 2000, in order to • Enable full compliant ATM services over a multiservice converged network which integrates voice (including VoIP) and data communications, securely and reliably • Easily manage communications network: • one network instead of multiple separate networks • one technology instead of multiple technologies • Dramatically cutting costs and enhance flexibility and manageability of communications services

  15. CNS DOMAIN - MAIN OBJECTIVES • AIR NAVIGATION AIDS In 2015 ROMATSA will finalize the endowment of all existing airports with modern Instrumental Landing Systems (ILS). This will increase the safety of flight operations at airports.

CNS DOMAIN - MAIN OBJECTIVES • AIR NAVIGATION AIDS • RNAV Infrastructure development for PBN (DVOR/DME): • ROMATSA has implemented appropriate terrestrial navigation infrastructure to support en-route and TMA RNAV operations. • In order to improve DME-DME coverage: • in the center of Romania (Cluj TMA), 4 new en-route DME systems were installed in 2011. • in the Eastern part of Romania, 2 new en-route DME systems were installed in Iasi and Bacau. • In order to maintain availability of existing VOR/DME systems ROMATSA is in progress to replace all old DVOR/DMEs with new ones.

  17. The extensive modernization and development projects for airports infrastructure started in Romania are closely linked to the provision of air navigation services to the highest safety and interoperability standards required by international rules(ICAO, EASA and EUROCONTROL). CONCLUSIONS
