SDC – HA and DRR Swiss Humanitarian Aid has a focus on: • Prevention and Preparedness, Emergency Aid, Early Recovery, Rehabilitation and Advocacy DRR is an important part of the SDC-HA global portfolio • SDC/HA dedicates more than 10 % of its operational budget to DRR • In addition to bilateral programmes, SDC/HA also supports the multilateral DRR key actors: UNISDR, GFDRR and UNDP/BCPR with core contributions and experts DRR is integrated as "special theme" in the Swiss programme for Bangladesh • Introduction of a SDC DRR Programme 2010-12 for Bangladesh • Mainstreaming DRR within SDC's and partners' development projects/programs • Enhance public awareness / preparedness; improve response capacity (community + individual) • Empowerment through capacity development of responsible agencies at national and local levels Integrated approach: HA - DRR - Development – example Bangladesh • SDC-RC and HA jointly financed assistance packages (2007 Floods, 2007 Sidr, 2009 Aila) – "one SDC" • Increase of the "humanitarian standby capacity" for SDC Bangladesh and the wider region • Assignment of a Regional HA/DRR Coordinator South Asia (attached to the Swiss Office in Dhaka) Indicative Budget SDC/HA in Bangladesh and Human Resources • Ca. CHF 2 Mio / Year for DRR projects and eventually needed humanitarian aid operations

Changes in SDC Position / Policy • CCA and DRR are strong strategic issues in SDC • Enhancement of networks CC and DRR • Mainstreaming is tested in Bangladesh (=Pilot Country for mainstreaming) • Enhanced HA standby capacity in the region with focus on Bangladesh •  Good example: SDC RC / HA joint response to events (Floods – Sidr – Aila) •  SDC HA Office in Khulna •  assignment of HA/DRR Coordinator South-Asia based in Dhaka • Introduction of a specific DRR Program Bangladesh 2010 – 2012 • CONCLUSIONS • Relevant action in CCA / DRR gains space and momentum  in SDC, in donor cercles, with government and with implementing agencies…  the matter tends to become more cross-cutting in nature and approach… • Continue a synergetic mix of targeted and mainstreamed CCa and DRR projects • Influence relevant policies at all levels (engage in thematic and in policy dialogue)  encourage and facilitate the paradigm shift from response to more prevention  help to foster on a more coordinated approach • Allocate the necessary resources (finance and HR) in the field and at HO HA / DRR MAP Context Change since 2008 • Change in Policy Environment • In theory, there is commitment for enhanced action  Disaster Management is prominent on the agenda  Disaster Management Act is agenda in Parliament • Comprehensive Disaster Management Programme • State allocations from budget and in trust funds • Strengthened National Capacity for Self Assessment in Environment and Natural Resource Management • Change in ODA Environment BD • General interest to address CCA and DRR • Global programs gain prominence  ISDR, GFDRR, CCA programs • Establishment of more framework programs and trust fund arrangements • More interest for thematic discussion • Official thematic platform for dialogue does not work (DER sub-group in the Local Consultative Group)

Conclusions – HA and DRR Proposed adaptations to CS • More contributions to prevention and recovery = broaden geo-scope • More mainstreaming of DRR / CCA measures in relevant development projects Open issues • Clarify live time and function of HA/DRR Khulna Office • Clarify role of Regional DRR Coordinator South Asia • Clarify portfolio-design, -scope and -sharing for DRR and CCA measures (HA – RC) • Clarify parameters for the policy- and the thematic dialogue in DRR and CCA • Envisage secondment of DRR Experts to framework programs Portfolio effects / considerations / questions • Financing (cost sharing) of different components in CCA / DRR measures? • Contribution to framework programs and focus on flagship projects? Prospects 2015 / 2020 • Continue the synergetic + complementary action of RC and HA for DRR + CCA • Adapt programs to increasing pressures: poverty / environment / population growth
