About Children England Our Mission: To create a fairer world for children and young people by championing the voluntary organisations which work on their behalf • The leading membership organisation for charities and community groups working with children, young people and families in England • Supporting and representing the sector since 1940s • Membership network of 100, 000 like-minded people working across the sector • Represent the full diversity of the sector

  3. Improving OutcomesThe National Picture Themed grants eg: families, early years, safeguarding Strategic Partnership Programme Overarching Strategic Partnership

Who are they ? • Children England: overarching children, young people and families partner • Catalyst: young people partner – a consortium led by the National Council for Voluntary Youth Services (NCVYS) • Council for Disabled Children: special educational needs and disabilities partner • 4Children: early years and childcare partner (with Children England) • Barnardo’s: family services partner (with Children England)

Overarching Strategic Partner: Children England To support the evolving economy and infrastructure of the whole VCSE sector serving CYPF To share best practice, expertise, learning and concerns of the sector with the Department in developing policy. This includes providing: • Information • Resources • Events and peer networks • Supporting organisations to learn from each other • Improving sustainability and exploring the potential for growth from new forms of finance • public sector commissioning • building consortia and developing entrepreneurial ways of doing business

Develop organisational capacity and workforce skills • Commissioning support: • new forms of finance • commissioning for health • commissioning for schools • Love your Tender • personalisation • unit costing • Consortia and collaboration • Training materials and sessions for trustees of organisations working with CYPF • Workforce development information and regional workshops

Extend representation, voice and influence The partnership will act as a key conduit between Government and the VCS, delivering information and policy products from all partners, and bringing the sector together with key DfE officials. • Policy briefings, forums and updates • Responding to central government policy development (DfE and cross departmental) • Representation on key national structures eg: Children’s Improvement Board, Working Together to Safeguard Children Advisory Board

Strengthening networks and cost effective communication • One stop electronic weekly briefing • Consultancy support for pilot local authorities on stimulating capacity of their local VCS in line with anticipated commissioning priorities • Peer support and learning through Peer Review pilot • Learning from Localism eg: new/ changing commissioning arrangements , Health and Well-Being Boards ,Community Budgets , Troubled Families

  9. Four partner organisations working ambitiously to ensure that the voluntary and community sector are at the forefront of both delivering and shaping services and influencing and informing policy. Emphasis on early intervention & needs of the most disadvantaged groups

The Role of Children England • Developing VCS networks of organisations working with families across each region • Feedback to DfE on the impact of policy on front line practice • Support and capacity building on commissioning and new forms of finance eg: Payment by Results, Social Return on Investment • E Bulletins and Workforce Briefings

Families Networks • Bring Children England members and family theme grantholders together with the widest range of VCS family support organisations and commissioners • Network shaped by its members: - policy and representation - intelligence gathering - practice sharing - capacity building support - briefing events • Commitment to enrich member engagement and inform policy through thematic groups. May outlast FSP programme

Partnership between Children England, NSPCC & CAPT Funded by DfE, launched June 2009 Safeguarding resources developed by the VCS for the VCS 20,000-28,000 hits per month Core standards downloaded over 12,000 times since Feb 2011 Over 5,000 groups & individuals already registered Standards increasingly endorsed by LSCBs for use in commissioning & Section 11 audits www.safenetwork.org.uk
