  3. Call for Continental Congress: George Washington presides Philadelphia, May 1787 Request one delegate from each of the 13 states 12 delegates attend

  4. Federalists vs. Anti-Federalists: Federalists supported strong centralized government Anti-Federalists supported state sovereignty
