  2. Purpose • Provides a one-stop, consistent and up-to-date reference resource for everything managers need to know about running an NMS

Key Questions • Why do it? • Need for coherent, consistent , up-to-date and engaging guidance in a fast-changing world • What is it? • one-stop, consistent and up-to-date reference resource for everything managers need to know about running an NMS • Who is it for? • Directors and managers of NMSs • Diverse background in management and meteorology

More Questions • Where do they find it? • Online/soft-copy • Ability to access offline as required • Ability to print hard copy as required • How will it be prepared and maintained? • Secretariat with consultancy support • Feedback and guidance from audience essential • Sustainable resource needed to keep it up to date • When will it be available? • By EC in June 2012 (β- version), with at least annual review

Challenges Faced by NMSs’ Management • Ensuring the NMS is able to meet national needs for meteorological and related data and services • Responding to newly identified challenges in a rapidly changing world • Clarifying and articulating the mandate of the NMS • Formulation and implementation of effective strategic plans • Developing strong arguments to obtain sufficient financial, technical and human resources to carry out its mandate • Recruitment, retention, motivation and reward systems for staff • Maintenance of networks, equipment and other supporting infrastructure

More Challenges … • Provision of quality services to meet varied end user needs • Building sustainable performance • Management of development projects • Keeping abreast of relevant developments in science and technology • Appreciation of and ability to meet international obligations, agreed development goals, and other international initiatives • Stakeholder relations (government, end users, partners, staff)

  11. Feedback … Feedback was generally very positive. Overall points were: • Very happy to see management  issues included • Service delivery is important and should have higher profile • New technology is appropriate • Keep it focused on the core requirements - avoid mission creep • Languages

Feedback … Matters which should be included to assist NMSs (by way of pointing to resource material) are: • Help with communicating importance of NMS to government Ministers • Help with communicating with the public on matters such as climate change • Help with communicating and explaining benefits with other sectors such as farmers and health • Indigenous knowledge 12

  13. Feedback … Future Process of Development: • OK to involve technical departments in update of material, but with one point control and oversight • Use perhaps both EC WG/CD and EC WG/SOP members to review and provide feedback on developing material 13
