National Incident-Based Reporting System (NIBRS) Publication • FBI, Uniform Crime Reporting (UCR) Program released the first NIBRS Publication in August 2013. • Second NIBRS Publication released in December 2013. • Yearly publication • Expands UCR crime data from a summary of eight crime categories to specific incident-level date from 23 offense categories.

  3. Rape & Human Trafficking • In January 2013 the FBI began collecting Rape, according to the new definition, and Human Trafficking data. • Both will be published in the 2013Crime in the United States.

  4. Hate Crime Expansion • The Advisory Policy Board (APB) recommended and the Director has approved expansion of Hate Crime Biases. • Will now include: • Collection to begin January 2015 and published 2016.

  5. Cyber Crime • UCR Program currently seeking approval, through the CJIS APB, to add a cyberspace location code to the NIBRS. • Computer invasion/hacking and identity theft were approved by APB in the Spring of 2013.

  6. Animal Cruelty • Proposed by the National Sheriffs’ Association and the Animal Welfare Institute. • The UCR Program is currently seeking approval, through the CJIS APB, to add animal cruelty to the NIBRS as a separate offense.

  7. Domestic Violence • The UCR Program is conducting research to add a category and definition for domestic violence to Summary and NIBRS data collections. • Currently going through the Advisory Process for comments and recommendations.

  8. UCR Program Dashboard Two Objectives • Re-evaluate the certification standards. • Create a tool to measure effectiveness.

  9. UCR Program Dashboard UCR Subcommittee Motion: To concur with the direction the FBI UCR Program is moving and acknowledge this by voting to support the: • Evaluation and possible adjustment of the UCR Program Certification standards, and • Develop a task force of domain UCR Managers to work with the FBI in further development of dashboard attributes.

  10. Law Enforcement Officers Killed and Assaulted (LEOKA) Assault Data • In 1997, the LEOKA Program began the collection of detailed incident data for line-of-duty assaults on officers who were injured with a firearm, knife, or other cutting instrument. • Assault data will be published in the 2013 annual LEOKA publication.
