What is Accra HLF 3 ? • High Level political event on aid, a few months before Financing for Development in Doha • Mid-term Stock-taking of the Paris Declaration mutual commitments • Forward looking event : road to 2011. • 100 partner countries, most donors, most international aid agencies, • 800 to 1000 participants • Strong civil society engagement (+ parallel event)

  4. 2008 Monitoring Survey (2007 data) • Launched early January 2008. • To monitor the Paris Declaration in 56 self- selected countries • Deadline 31 March 2008 • First draft report July 2008 • Final report (+some country report) for the HLF-3

  9. Core Issues (Partner Countries) for the RTs and the AAA • Untying • Conditionality • Predictability • Division of Labour • Incentives • Capacity Development + «cross cutting» issues: human rights, environment, gender

What does the Accra Agenda for Action intends to achieve ? • Not a new Paris Declaration • A political, ministerial, statement, with a small set of concrete actions • Address constraints to achieving Paris Declaration commitments agreed in 2005 • Respond to emerging issues • Set the future directions on aid effectiveness

The AAA preparation process (1) • Working Party on Aid Effectiveness: • Structure – 23 partner countries 23 bilaterals, MDBs, UNDP, IMF plus a few other institutions • 1 more plenary meeting before Accra to guide final preparations: 9-10 July 2008 • HLF-3 Steering Committee: frequent meetings to advise on the organisation and content of the forum • “Consensus Group” to negotiate AAA. • Consultations with CSOs: AG-CS regional, national and international meetings completed. CSO parallel event in Accra (August 31 – Sept 1).

The preparation process (2) • For Donors – Meetings of Development Assistance Committee and DAC High Level Meeting (ministerial meeting, May 21) • For Partner Countries: • 2007 regional meetings • Ghana’s partner country initiative (Contact Group) • 2008 Regional Workshops (April-June 2008) • Regional Development Banks annual assemblies : e.g. AfDB Maputo, 14-15 May, AsDB Meetings in 3-6 May, Madrid • Also be informed by: 2008 Monitoring Survey, HLF 3 Progress Report, and Evaluation of the Paris Declaration

  13. AAA preparation milestones An open, consultative exercise • 3 main milestones for the AAA: • First Consultative Draft wasissued on 18 March and will be discussed in a range of international fora. • Revised AAA Draft by 12 June, reflecting the comments on the first draft and discussion of menu of options. • Final Draft, reflecting Working Party discussion 9-10 July, will be released by 20 July for consideration at the HLF-3 and endorsement on 4 September at the ministerial session. All drafts will be available on the HLF 3 website: www.accrahlf.net
