  7. RASHTRIYA KRISHI VIKAS YOJANA • Total Funds Released : Rs.179.12 crores • Expenditure up to March, 2011: 90.15 crores Sub-sector wise allocation of funds during 2010-11

  8. 75% subsidy being provided to farmers on drip and sprinkler irrigation (50% subsidy share GOI and Additional 25% from NABARD-RIDF). 50% subsidy on farm water storage tank in canal command area of South Western Districts of State. Priority in power connection for opting micro irrigation. Awareness camps and field days organized in all districts. Publicity through media by advertisements in newspapers and TV talk. Increase in productivity by 30%. MICRO IRRIGATION 2011-12

  9. AVAILABILITY OF SEEDS • Strengthening of infrastructure on seed farms for production of quality seed. • Expansion of seed production programme of PUNSEED, PAU and private growers. • Emphasis on replacement of traditional varieties with hybrids.

  12. FERTILIZER REQUIREMENT (Figures in 000 MT) • State has two fertilizer testing labs with a capacity of 3000 samples per annum, 2985 samples analyzed up to 28th February, 2011 out of which 41 have been found misbranded.

  13. NATIONAL HORTICULTURE MISSION (Rs. In lacs) CONSTRAINTS • Lack of Wholesale Terminal Markets for horticulture crops. • Weak post-harvest management infrastructure • Lack of processing of fruits and vegetable. • Inadequate relief for orchards in the event of natural calamities. • Lack of technical Staff.

IMPACT OF NATIONAL HORTICULTURE MISSION 2010-11 • New markets have been established by Punjab Mandi Board. • Assistance provided to strengthen Post Harvest Management Activities and to reduce post harvest losses upto 25-30% and 40 cold storage have been established. • More than 17000 hect. area have been brought under fruit crops. • 190 community water tank has been established to save the depleting water table.

MARKETING Marketing system is developed in Punjab especially in rural areas : • There are 145 regulated mandi in the State & 1738 purchase centre notified for Rabi 2010-11. • Purchase centre are notified such as a way so that farmers do not have to travel for more than 6 to 8 km to sell their produce. • Pucca Platforms are provided in Mandi yard to save produce. • FCI, Pungrain, Markfed Punsup, PSWC, PAFC are main purchase Agencies. • Arrangements of gunny bags, labour and transport. • APMC Act is being amended.

ISSUES • Climate change. • Stagnating productivity and increasing cost of production thereby decreasing margins of farmers. • Non procurement of alternate crops at MSP. • Degradation of natural resources i.e. soil, water and environment. • Attack of yellow rust on wheat • Availability of fertilizers

TRANSPLANTING ON RAISED BEDS, DIRECT SEEDING, UNPUDDLED TRANSPLANTING AND SRI • ASSURED SUPPLY OF CANAL WATER AND ELECTRICITY (FOR 8 HOURS) FOR TIMELY TRANSPLANTAION. • USE OF LEAF COLOR CHARTS FOR NEED BASED APPLICATION OF NITROGENUS FERTILIZERS. • 325 FARMERS FIELD SCHOOLS TO BE ORGANIZED . • STATE HAS SET A NEW RECORD IN PRODUCTION OF RICE IN 2009.

  20. PRODUCTION OF KHARIF OILSEEDS AND PULSES THRUST AREAS FOR PROMOTION OF GROUNDNUT PILOT PROJECT HAS BEEN NTRODUCED IN DISTRICTS SNG, BARNALA, BTD, HSR AND MANSA. ADOPTATION OF IMPROVED HIGH YIELDING VARIETIES ESPECIALLY FOR R/M AND SUNFLOWER STRESS ON IPM AND INM. EFFORTS TO INCREASE AREA UNDER SPRING MAIZE. STATE SET A NEW RECORD IN PRODUCTIVITY OF GROUNDNUT.

  21. COTTON • THRUST AREAS • MORE AREA UNDER BT. COTTON HYBRIDS - ARRANGEMENTS OF 28 lac PACKETS OF APPROVED HYBRIDS. • ADEQUATE SUPPLY OF CANAL WATER DURING APRIL FOR TIMELY SOWING OF COTTON. • PROMOTION OF IPM ON COTTON IN PPP MODE UNDER SRTT PROJECT OF • REVIVING GREEN REVOLUTION AND VILLAGE CLUSTER ADOPTION PROJECT IN 300 VILLAGES. • SUPPLY OF QUALITY PESTICIDES AND THEIR EFFICIENT USE.

  22. SUGARCANE • THRUST AREAS • NEED TO INTORDUCE IPM ON SUGARCANE. • PROPAGATION OF SEED THROUGH TISSUE CULTURE WILL BE ENCOURGED. • STRESS WILL BE LAID ON SOWING ON RIDGES AND TRENCHES TO SAVE IRRIGATION WATER.

SEEDS TREATMENT & TESTING • PADDY, MAIZE, COTTON AND GROUNDNUT CROPS WILL BE TAKEN FOR 100% SEED TREATMENT CAMPAIGN. • STATE GOVERNMENT IS PROVIDING CHEMICALS TO FARMERS FOR SEED TREATMENT UNDER VARIOUS SCHEMES LIKE NFSM, ATMA, SIR RATTAN TATA TRUST, IPM ETC. • PROGRESS DURING KHARIF 2010- 14.58 LAC HA AREA UNDER PADDY, 4.83 LAC HA AREA UNDER COTTON AND 1.32 LAC HA AREA UNDER MAIZE WAS TREATED. • 6000 PAMPHLETS IN THREE LANGUAGES WERE DISTRIBUTED TO THE FARMERS FOR AWARENESS. SEED TESTING • STATE HAS THREE SEED TESTING LABS WITH CAPACITY OF 5000 SAMPLES PER ANNUM, 3639 SAMPLES ANALYSED UPTO 31ST DEC., 2010

BEST PRACTICES ADOPTED • Lazer land leveling • Bed planting • Zero tillage • System of Rice Intensification (SRI) • Timely sowing of Paddy and plantation after 10th June. • Promotion of Hybrid maize and its plant population. • Promotion of IPM technology in Cotton, Paddy and Maize. • Promotion of Cotton, G.nut, and Basmati Rice with the assistance of Sir RattanTata Trust.

STRATEGY TO STRENGTHEN EXTENSION NETWORK • ATMA SCHEME HAS BEEN FULLY IMPLEMENTED IN ALL DISTRICTS. • STATE EXTENSION WORKPLAN (SEWP) HAS BEEN APPROVED FOR OTHER TEN DISTRICTS, BUT THE FUNDS HAVE NOT BEEN RELEASED BY GOVT. OF INDIA. • TOTAL OUTLAY FOR 2010-11 IS RS. 1271.82 LAKH . • FUNDS RELEASED SO FAR RS. 463.73 LAKH. • TOATL EXPENDITURE INCURRED UPTO 31.12.10 IS RS. 268.36 LAKH. • AWARENESS CAMPAIGN TO POPULARIZE KCC LAUNCHED IN JAN., 2004 AND THE RESPONSE IS ENCOURAGING. • DISTRICT LEVEL TRAINING CAMPS 40, BLOCK LEVEL 282 AND VILLAGE LEVEL 2840. • TOTAL UPDATE PROGRESSIVE CALLS SINCE STARTING THE SCHEME-295429.
