Rabi Assessment 2010-11:New Initiatives Strategy put in place to achieve 25% SRR in wheat for the first time; Potato seed production by use of Tissue Cultured Planting Material introduced for the first time; District level Kissan Melas under ATMA extended further up to Block level to reach out to more farmers in remote and backward areas; Mega Kissan Melas organized at Jammu & at Baramulla and Anantnag in Kashmir region which motivated the farming community as never before; 13, 520 qtl. Quality seed raised under the CSS “seed village programme” got distributed from farmer to farmer.

  24. National Food Security Mission (Contd.) • The Hon’ble Prime Minister announced National Food Security Mission (NFSM) for three districts viz. Jammu, Kathua and Samba during his visit to the State in March 2011. • Action Plan 2011-12 prepared with financial implication of Rs.1236.88 lakhs. • Issues being addressed: Popularization of recommended Package of Practices Introduction of new varieties Mechanization IPM INM Irrigation

National Horticulture Mission (HMNH) • Seed Production of open pollinated and hybrid vegetables taken up in Kashmir division in 6 hectare area with financial achievements of Rs 1.63 lacs • Area Expansion of hybrid vegetable crops in 193 hect area with financial implications of Rs 65.10 lacs • Area Expansion under Open Pollinated Vegetable crops in 40 hect additional area with financial implication of Rs. 9.02 lacs in Jammu Division • 30 Water harvesting systems/ ponds for storage of water established with financial achievements of Rs 30.90 lacs • 53 Vermi compost units established with financial implications of Rs 15.90 lacs • 100 hects area covered under organic farming with financial involvement of Rs 10.00 lacs

National Saffron Mission (NSM) • Public nurseries established at Allowpora and KD/SRSS Konibal over an area of 5.70 hectares at a cost of Rs.44.53 lacs; • 80 vermcompost uits established at a cost of Rs. 24.00 lacs; • 6 Training programs/ Farmers days held at a cost of Rs.2.36 lacs; • 12 research trials involving76 tons of inputs conducted by SKUAST Kashmir at a cost of Rs.9.12 lacs; • 10 Acres of land identified at Galander, Pampore for setting up of Quality Control Lab and Spice Park; • Identification of beneficiaries under the Mission in progress; • Rate contract for procurement of weeders finalized

  27. Micro-irrigation • Micro-irrigation is comparatively a new concept for the farmers of the State • Sprinkler irrigation has better prospects, especially in field crops. • Though sprinkler system was introduced in the State in 1990s, however the impact was not significant because of: • high cost of the system and inadequate knowledge of technology: • Inadequate awareness among farmers regarding significance of the efficient use of water resources. • Very few sources/suppliers of the equipments. • Till date 12 sprinkler irrigation systems have been provided to farmers under TMNE to cover an area of 12 hects. • Rate of incentive, if enhanced to 75% for the equipments and their installation can give a boost to adoption.

Agriculture Achievements under RKVY • 935 hect area brought under Double cropping in mono-cropped areas of Kashmir region; • Basmati rice introduced in Narkara area of Budgam district in Kashmir; • 162 hect area brought under triple cropping in Jammu region (pulses and fodder crops introduced) • 160 hect area of Cultivable Waste lands developed in Kashmir region An allocation of Rs 89.75 lacs made for use of Propiconazole and similar fungicides for Control of yellow rust disease in wheat; • 20 bore-wells, 115 diesel/ electric pump-sets and 40 ponds in Kashmir and 29 bore wells 700 pump sets and 28 ponds provided in Jammu region for Irrigation augmentation • 142 hect. area in Kashmir region & 120 hect. area in Jammu region Developed as Hybrid Vegetable Production Clusters

Agriculture Achievements under RKVY • Strengthening of SM Farms at Padgampura, Allowpura, Chinore, Chakroi, Dungara, Barmal, Kidmoo, Berwar, Sanasar & Lamberi; • Establishment of 17 Seed Storage godowns & 2 seed processing plants; • 80 units of Machinery/ equipments provided & 5 Agri Business Units for providing Custom Hiring Services established. • 160 Vermi-composting units established; • 2 Soil testing laboratories labs under construction &. 3 additional Mobile Soil Testing Labs being provided; • 20 Bio gas units units established with main focus on enriched slurry production; • Rope way transportation system being established in the remote areas of Paddar in Kishtwar district to facilitate transportation of agri-horticultural produce and inputs.

RKVYInterventions – 2010-11 CAD Jammu • To improve water use efficiency, on farm Development works in Ramban, Samba,Kishtwar, Doda, Udhampur, and Kathua district through construction of field channels and field drains, Nallah bank Erosion Control measures, Gully plugs, Check dams & diversion drains are in progress • An outlay of Rs 650.00 lacs has been approved for the year 2010-11 expenditure of Rs 143.9 lacs in Jammu Division reported in Jammu division till Feb.2011

RKVYInterventions – 2010-11 Animal Husbandry • Poultry development, Extension through training and publicity and provision of practitioner kits besides strengthening of hatcheries an labs, veterinary hospitals • Breed improvement and maintenance of additional liquid nitrogen plants • Financial outlay of Rs 1000 lacs approved expenditure of Rs 243.17 lacs reported in Jammu region till February 2011against release of Rs 336.21 lacs

RKVYInterventions – 2010-11 Sheep Husbandry • To meet requirement of migratory shepherds for camp equipments, Tarpulins, improved fodder, seed minikits, first aid kits etc • Provision of Cross bred rams, feed, further augmentation of ewes units (each of 25 Nos) • Strengthening of Poly clinics at district head quarters, provision of shearing machinery and grinders • Trainings to youth, organization of awareness camps and conferences at district and block level • Expenditure of Rs 301.96 lacs reported in Jammu region till Feb 2011against release of Rs 371.86 lacs

RKVYInterventions – 2010-11 Horticulture • Thrust to creation of water resources and Drip/Sprinkler System & Adoption of water harvesting technology for rainfed horticulture. • Gap filling of old orchards, top working of wild/ inferior fruit trees and strengthening of nurseries orchards in govt. sector. • Mechanization in Horticulture. • Promotion and popularization of minor and rare fruits, olive cultivation • Capacity building of officers and orchardists. • Providing plant protection cover through mobile diagnostic vans shall be duly addressed. • An outlay of Rs 2207.00 lacs is approved under Horticulture Sector for 2010-11. Expenditure of Rs 298.41 lacs reported till Feb 2011 in Jammu region

  40. RKVYInterventions – 2010-11 Floriculture • Model floriculture cum training centers and cold storage units for post harvest operations • Outlay of Rs 1600.00 lacs has been approved. Expenditure of Rs 83.91 lacs reported as on Feb 2011. Fisheries • A full expenditure of Rs 560 lacs has been reported Co-operatives: • An expenditure of Rs 118.24 lacs has been reported Sericulture • Against the approved plan of Rs 330 lacs an amount of Rs 197.90 lacs was received and Rs 132.70 lacs utilized

Best practices adoptedMushroom Cultivation: Round the Year • Incentive for Mushroom cultivation in Private Sector under RKVY • 15 New units established with assistance of Rs.75000 each in Jammu • 100 Existing units strengthened with assistance of Rs.25000 each in Kashmir • Integrated Mushroom Center being established under RKVY at Harran-Budgam in Kashmir
