  • Affected Structure, the regulation from “above” => lack of active, lots of barrier
  • It is difficult for small school (lack of lecturers) to compete with large interdisciplinary school, high management fee, limited source of revenue (economies of scale)

  • Lack of interest in scientific research
  • Limited in communication skills and English language

  • Focus on => “short-term” problems:

“Solidarity”, salary, materials facilities, teaching-time norms, regulation, entrance norms => lack of common languages with foreign University difficultly.

Norms, teaching methods, research, appreciate standards differ far from any countries all the world.

  • Four main points: English, IT, teaching methods, scientific research.
  • Digital library, digital syllabus.
  • Balance between research and teaching time: award to articles published abroad, criterion scientific research topics, improve training program attached to scientific research .

  • Whether we can integrate depend on whether available conditions we have
  • Hence, board of managers, Party committee, each branch has to release for lecturers, authorities, motivate them to receive duties and self-control in tasks.
