Titan Group MAINSTREAMING GIS (Bridging the Enterprise)
Presentation Outline • Define what we mean by “mainstreaming GIS” • Why it is timely to discuss “mainstreaming GIS” • Present and demonstrate a typical solution • Highlight the benefits • Summary
Background/Premise • GIS is a necessary set of tools for Natural Resource Management • GIS is still a back room/black box operation. • Owned and operated by GIS specialists • GIS is not viewed as a tool to make life easier for managers • It is time to “mainstream” GIS technology to the Enterprise • Managers • Program directors • non-GIS trained staff
Mainstreaming GIS • Enterprise GIS • Geospatial functionality is available to everyone • Users can have adequate geospatial functionality without having to be a GIS specialist • Anyone with a Web browser can easily navigate, browse, query, and report on both spatial and non-spatial information • Geospatial functionality will be seamless and as common as word and excel.
The Time is Right • GMY • Heighten Awareness of Spatial Functionality • Available to the masses • Technology • Web Services • Integrated IT Environment • Ease of development • Business drivers are critical to the agency • Tight budgets • Cost reduction • Better decision making • Process improvement • Respond to market situations
PACAF Enterprise Application Airfield Obstruction Application ArcIMS/IMF Web Based Solutions
PACAF Enterprise Application Requirements • Reduce costs • Eliminated the need for thick client implementation • Control/reduce number of applications purchased and deployed • Licensing cost control • Reduction in time to deploy • Facilitate data stewardship and confidence within the Subject Matter Expert Communities • Responsibility for data maintenance transferred from Geo Integration Office to functional departments (planning, utilities, etc.) • Subject matter experts no longer need to be GIS experts to maintain their data. • Editing through forms that mimic their “native form” (Spreadsheet or Document)
Demonstration PACAF Enterprise Application Airfield Obstruction Application
Low Bandwidth Applications Comparison of Client – Server Communications
Benefits of PACAF Solution • Minimal client hardware requirements • Processing takes place on high end web server • Computer capable of running modern web browser • Internet connection (minimum of 56K ) • Out-of-the-box functionality • Implements significantly more functionality than the client product shipped with ArcIMS • Add, label, measure, print, extract, identify, query, select, etc. • Easy to deploy and change multiple applications • Created on a documented Java API framework • Foundation for new applications exists in the underlying Java Object Model and Java Sever Pages – not starting from scratch • Advanced set of GIS tools and capabilities that can easily be added to applications • Training accomplished in a matter of hours rather than days • Shorter delivery schedules • Reduces development costs • Significant boost in performance
Web Based Editing Extension • There were too many errors in attribute data when updates were being made to the database • Data for updates passed through several people • Interpretations were made by database administrators rather than subject matter experts • There was a lack of ownership for data quality and accuracy • Solution – Developed an extension to the PACAF Enterprise Application • A simple interface allows users to use an online form to update data on features • Updates are done by subject matter experts • Updates are done directly on the database via the web • Updates are posted to the database as soon as the session is saved • Benefits • There is a better sense of ownership • Quality and accuracy of data has improved • Solution was developed, installed and training completed at 10 PACAF sites in 9 months of non-continuous effort • Virtually off-the-shelf solution for performing simple to moderate web-based editing
Summary • GMY is driving new expectations • Better to look at the users of technology rather than technology itself • Business Processes are critical to the agency • Mainstreaming GIS = Making Jobs Easier
