This report highlights upcoming issues in power supply assessment, probabilistic adequacy planning, and the transition to Promod for better coordination and reliability. NERC and RPIC involvement and data requirements are discussed, along with the development of probabilistic planning metrics by the GTRPMTF. The LRS Charter aims to advise the WECC Board on resource adequacy in the Western interconnection, overseeing reports and promoting data access to stakeholders.

Power Supply Assessment • Beginning PSA work - target mid-August • New Issues this year • Conversion to using Promod instead of SAM • Will allow better internal coordination of data and analysis • More demanding data requirements may imply fewer or different scenarios than past (temp, etc) • More, but potentially conflicting, data on wind & solar capacity contribution (also VGS issue) • NREL meso-scale data • Individual utility experience
Probabilistic Adequacy Methods • NERC Generation and Transmission Reliability Planning Models TF (GTRPMTF) • Developing proposal for probabilistic planning and metrics to be associated with LTRA – present June PC meeting, adopt September PC meeting • Some opportunity to comment • Not clear how much of a burden this will be • Not clear when would be required – earlier draft suggested 2012 LRTA • RPIC interested also – deferring to NERC effort
LRS Charter • Purpose – advise WECC Board on resource adequacy in Western interconnection • Responsibilities • Oversight of WECC loads and resources reports • Address resource adequacy activities at NERC • Investigation of resource adequacy issues • Primary WECC entity disseminating L&R information to interested parties in West • Work with regulators, BAs and LSEs to promote access to reliable data on resource adequacy
LRS Charter – Draft Motion • PCC approves the draft LRS charter as modified • “The PCC Chair shall appoint the Chair and the Chair shall appoint the Vice-Chair of LRS.”
