  3. re Key Accountability principles • The governance structure adopted by the UNCT in Mozambique is based on a “Cabinet” model, with the RC as the equivalent of the “Prime Minister” and UNCT members – comprised of the representatives of all UN agencies in Mozambique – as the equivalent of “Ministers”. • RC is Team Leader and will be consulted in the selection of Team Members • RC will be providing performance feedback to UNCT members on their participation in Country Team deliberations and processes • UNTC will, based on agreed upon management performance indicators, review the overall performance of the UNCT and propose and take action for enhancing its performance • UNCT will be given the opportunity to provide inputs into the selection process of the Resident Coordinator

Lesson learned and Next Steps • The “firewall” between UNDP and the Resident Coordinator’s functions has been strengthened in practice, and the roles and responsibilities of heads of agencies versus the Resident Coordinator have been clarified. • The 360 performance assessment system needs to be refined and made to work consistently. This in turn will help strengthen the arbitration and conflict resolution role of the RC. • Receive recommendations for the financial and programmatic accountability frameworks from the Financial Accountability Mission on TOR for UNCT • Global Code of Conduct / UNCT management performance indicators?
