First natural hazard NLE Central United States Earthquake Consortium (CUSEC) Catastrophic nature of NMSZ Earthquake Large exercise scale: Regions IV, V, VI, and VII plus 8 “CUSEC” states Potential for multiple Emergency Management Assistance Compact or “EMAC” states, making this a “nationwide” National Level Exercise FEMA Catastrophic Planning Initiative Major DOD-USNORTHCOM “Linked Exercises” (Ardent Sentry, Ultimate Caduceus) NLE 2011 Unique Aspects

  4. FOUO Public Alert and Warning- Local, State, and Private Sector response should be rapid and effective in order to save lives. This exercise should evaluate whether the right tools are available and how well they are being used. Resilience for the Government, Critical Infrastructure (CI), and Key Resources (KR)- This exercise should validate which CI/KR sectors are the most vulnerable and which are the most important. Defense Support for Civil Authorities (DSCA)- The White House is interested in seeing how quickly DSCA can be provided in a no-notice event, and how competing priorities will impact support. Scenario Development Capabilities Using identified priority capabilities relevant to their jurisdiction, exercise managers select capabilities to practice, assess, and improve through exercises. Tasks Based on selected capabilities, exercise managers identify critical UTL tasks to exercise and evaluate. Objectives Based on capabilities and tasks being tested, a jurisdiction defines specific exercise objectives that reflect its specific needs circumstances, and goals. Scenario Managers should select a jurisdiction-specific scenario what provides an opportunity to test critical task performance and meet exercise objectives.

TN VCC 3) While no decision has yet been made, this version of the Control Cell Locations & Information Flow presumes the MCC is located outside of the National Capital Region.

New National Exercise Program • Program Revamp in accordance with Secretary Napolitano memo of August 17, 2010 • NLE events only every two years, vice annually • Revised program deliverable 90 days from date of memo (mid-November) • NLE-2011 and NLE-2012 (Cyber Security) to proceed as planned • NLE-2013 cancelled • Begins with NLE-14

  19. New NEP • “Two-year progressive exercise program that increases the total number of exercises and culminates in a full-scale, biennial intergovernmental National Level Exercise.”

  20. New NEP • Overarching program to consist of the following elements: • No-notice or limited notice drills (“Thunderbolts”) • Table Top Exercises • Functional Exercises • Capstone full-scale event NLE
