  2. A37-21 Cooperation with Regional Organizations and Regional Civil Aviation Bodies • Endorses ICAO’s policy and Framework on Regional Cooperation • Encourages ROs and RCABs to enter into arrangements with ICAO Symposium on Regional Safety Oversight Organizations

  3. A37-21 (Cont’d) • Urges states to support their ROs and RCABs to enter into arrangements with ICAO • SARPs to be implemented through regional cooperation • Directs ICAO Secretary General to implement plan of action Symposium on Regional Safety Oversight Organizations

  4. ICAO’s Policy on Regional Cooperation • Render assistance in technical and policy aspects of aviation to States • Promote Regional Cooperation through partnerships • Overall responsibility of implementation with the Secretary General Symposium on Regional Safety Oversight Organizations

  5. Objectives of the Policy • Avoid duplication of work and achieve harmonization • Strengthen cooperation • Ensure adequate expertise and resources for infrastructure • Share information and data • Ensure specialized training • Assistance in enacting legislation Symposium on Regional Safety Oversight Organizations

Framework and Action Plan • Common efforts at harmonization • Understanding each other’s responsibilities • Establish improved mechanisms for consultation • Coordination of programme planning • Periodic review of regional issues • Strengthening regional offices • Joint training and capacity building Symposium on Regional Safety Oversight Organizations

  7. What have we achieved? • 27 September 2010 • ICAO signs MOCs with AU, ACAC, AFCAC, ECAC and LACAC • Initials MOC and Safety Annex with EU • At A37 Assembly adopts • A37-21 Symposium on Regional Safety Oversight Organizations

  8. Post A37 Activities Cooperation with EU • Signing of MOC in Montreal and Brussels on 28 April and 4 May 2011 • First meeting of Joint Committee on 21 September 2011 • Signing of 2 Joint Committee Decisions on Adoption of Safety Annex and Working Arrangements on ADREP & ECCAIRS Symposium on Regional Safety Oversight Organizations

  9. Ongoing Cooperation with EU • EU Expertise to be provided to ICAO • Working arrangements under the continuous monitoring approach • EU assistance to FAM Course and RSOO Symposium • Development of Annexes to MOCs on AVSEC, ATM and ENV Symposium on Regional Safety Oversight Organizations

  10. Cooperation with the African Union • Meeting with AU on 27 July 2011 • Cooperation on: • Ministerial Conference in late 2011 • Resource mobilization • Annual Report Symposium on Regional Safety Oversight Organizations

Cooperation with ACAC, AFCAC, ECAC & LACAC ACAC: Implementation of Joint Activities AFCAC: Meeting on 20 May 2011 • Convening of ICAN in 2012 • Regional AVSEC Conference in 2011 ECAC: Regional Director requested by ECAC DGCAs to finalize Action Plan LACAC: Supports SRVSOP Activities and Seminar on CO2 Emissions Symposium on Regional Safety Oversight Organizations
