EU CohesionPolicy • Relevance of CP for convergence regions • Promotion of convergence (structural impact) • Contribution to solve the dilemma equilibrium (both external and public accounts) / growth and employment • Primacy of the nexus regional development / regional OP but strong added value of ECT • 2007-2013 period experience

European Territorial Cooperation • The added value of transnational, interregional and cross-border cooperation • Capitalization on the strengths of each territory • Allows each region to valorise and contribute with what it knows to do better • Effective mechanism for sharing good practice and learning to spread know-how • e.g. Cruise tourism management • Scale effects and achievement of a critical mass • e.g. cross-boarder clusters; R&D networks focused on agenda linked to common specific assets • Coordination of sector policies, actions and investments on a cross-border and transnational scale • Better Governance

European Territorial Cooperation • The added value of transnational, interregional and cross-border cooperation • Avoiding free-riding • e.g. management of ecosystems, river basins, coastal areas • Improving connectivity • e.g. broadband networks, urban networks • Learning base for internationalisation • e.g. cross-internationalisation of SMEs

Whatweexpect for the future (2014-2020) • Place-based Cohesion Policy • Primacy of regions • Decentralisation under the subsidiary principle • e.g. Partnership Agreements or Smart Specialisation Strategies should not be captured by “bureaucrats” • Common regulations must allow flexibility and specificities of regions and of ECT areas • Need for common regulations, but also simplification • More involvement of the Business Sector in ECT programmes
