  2. Discussion • What are characteristics of the government today? • What do you know about the British government? • Compare the US and British gov’ts

  3. Colonies became states, in need of new constitutions. -Most set up bicameral legislatures ( a law making body with 2 houses.) -Except PA and Georgia

  4. State Governor’s given little power, could not veto or reject bills. i. Term 1 Year. • Citizenship & Franchise limited to white males (right to vote)

  5. Slavery i. Northern states provided emancipation(freedom of slaves) ii. Southern states maintain slavery for economy. iii. Slavery begins to be questioned, by 1804 all states North of MD = free slaves.

  6. 1st written Constitution of America Unicameral- one house, each state = one vote (Congress) John Dickinson main author. Articles of Confederation

  7. 1781 all states ratify, or approve, the document. Why so long? = -Conflict over settlement of Western land is a big dispute. - Six states w/out land suggest West be publicland, land belonging to the national government • Wary of strong central government.

  8. Powers of new Congress – “a strong friendship of states” i. raise an army/navy ii. Borrow money iii. Establish postal office iv. Manage native Americans

  9. Problems with the Articles of Confederation • No executive branch (President) to enforce the laws. • No judicial branch (system of courts) to settle disputes. • No power to tax • No power to control trade b/w states. (regulate commerce)= one big failure!!!!

Disputes between the States Causes: 1. suspicion & rivalry 2. postwar depression 3. weak central government Effects: 1. boundary disputes 2. states taxed goods from other states 3. different currencies led to trade problems 4. Shay’s Rebellion 5. secession talks American’s realize after 5 years that change is needed!!!
