SD Policies and Environmental Accounting in Development Plans • SD in Development Plans since 7th Plan, (1996-2000) Policy: “integrate environmental policies to economic and social policies, establishing of environmental management systems and to use economic tools for management of environment” • Tools: infrastructure, management systems, capacity of institutions and legal framework, sound data and integrated information systems, segregated data on environment • 10thPlan (2014-2018): “Value of natural resources and ecosystem services will be calculated and will be considered in policy making and implementation processes.” • The Law on Environment>> evaluate long term impact of economic activities and use of economic tools for environmental management. • “Claiming the Future“ (2012) >> green growth agenda and sector specific priorities for GG

Previous Projects for Wealth Accounting Economic Analysis of Special Environmental Protection Areas with Ecosystem Valuation Approach (2009-2013)-MoEU • Aim: to devise a long term solution for the protection of marine biodiversity in Turkish coastal waters; and to guarantee effectiveness and sustainability of ecological service functions. • Objective of Ecosystem Services Valuation is; • Raiseawareness • Highlighting pressures threatening the viability of key ecosystem services & the economic implications • Inform the business plan to be developed for the site • Result: economic value of 5 SEPA and 1 Nature Protection Park =US$ 410,5 million per year

Previous Projects for Wealth Accounting Natural Capital Accounting and System Infrastructure (1999-2001) - State Institute of Statistics • Aim of Project: water accounting based on physical water and its use among sectors- Turkey wide data • Study is replicated for 2004 and 2008. • Resulting Water Accounting Tables: Physical Supply and Use Tables. • Water Supply Table: Sources of water supply vs. sectors • Water use Table: Sources of water used vs sectors • Matrix of flows within economy

  6. 3. National Accounting Systems, GDP Understanding and its Drawbacks • GDP vs. sustainability of growth? • NCA >> how changes in ecosystem services effects the sectors and beneficiaries. 4. Where should be the starting point, which sector? • Two natural drivers of growth>> Energy? Water? • Total available water resources in Turkey : 112 billion m3>> % 39 currently used • 1,500 m3 per capita water potential (2013)>> 1,100 m3 per capita (2030) >>water scarcity

How can Turkey benefit from NCA Study? • Reflect the value of natural resources to decision making processes • Provide integrated approaches in policy making process • Reflect the value of natural capital and ecosystem services to planning process • Managing and testing the economic development in terms of long term sustainability • Development of the statistical information capacity and determining the needs for a complete SEA-Water study to be able to make above studies
