  1. ALCOHOL REGULATION : HISTORICAL • Diadema population: 357.064 inhabitants. (2000-IBGE) • Total area: 30,7 km². • Annual population growth rate: 2,48% • Population economically active: 215.000 inhabitants • Commercial and industrial activity • Low income population

ALCOHOL REGULATION : REASONS • Diadema violence (1999) 10,5 homicides/10.000 inhabitants (the highest Brazilian’s homicides rate). • Violence against the woman: high prevalence (especially after 11:00 pm). • 49,47% of homicides occurring from 9:00pm to 6:00am. • Alcohol and Teens: high rates of car accidents, gangs violence and riots.

  3. ALCOHOL REGULATION • Ordinary Municipal Law n° 2.107 (03/13/2002). In force since 07/15/2002 • Art.1: it has been established permitted working hours of alcohol outlets from 6:00 am to 11:00 pm • Alcohol outlets: any place where alcohol is sold and allows local comsuption.

  4. ALCOHOL REGULATION • If there are any public interest, special authorizations shall be emited to extended the working hour. Beside that, must have hygiene and safety conditions – public and personal – to prevent violence by: # Sanitary license # Following the enviroment law/sound # Fire Departament fiscalization and authorization

  5. ALCOHOL REGULATION None kind of working permit authorization will emited to any liquor store, pub, bar, etc, that is located less than 300m (900 feet) from public or private schools.

  6. ALCOHOL REGULATION : PRESENTATION TO DIADEMA´S PEOPLE • Released in the local news, radios and through educational pamphlets and brochures to the community • High level of receptivity and participation of the community (more than 90% of approval after 1 year)

  7. ALCOHOL REGULATION : FISCALIZATION • Fiscalization: local police • First time caught: warning • Second time: fine • Third time: fine and working permit license temporary suspense. • Fourth time: Working license canceled • Anonymous call: 4057-7607

ALCOHOL REGULATIONDISCUSSION Comparative 1 year -before and later- from the date of the implantation of the alcohol regulation (07-15-2002): • Decrease of 36,54% - Cases of violence against the woman (602 x 382 services). • Homicides decrease of 23,6% (250x191). • Accidents of traffic with fatal victims : Decrease of 50%.

ALCOHOL REGULATION DISCUSSION Comparative 1 year -before and later- from the date of the implantation of the alcohol regulation (07-15-2002): • Decrease of 67,68% - Number of drunk patients at the emergency rooms. • Decrease of 18,55% - Car Accidents with no-fatal victims (372 x 303). • Decrease of 24,18% - Cases of running over (162x123).

  18. ALCOHOL REGULATIONNEXT STEPS • Implementation of the same actions in neighboring cities. • Minimum age fiscalization: 18 years • Social policies delivered to children and adolescents, as well as, violence as a whole.
