Main activities of relevance to WIGOS • CCl guidance on WIGOS Implementation and observing system needs - relevant representation on ET’s - conveying requirements to observation system planning - relevant reference materials • Quality management guidance, practices and procedures - Progressing HQ-GDMFC • Standardisation and data management – ET-CDMS activities • Data discoverability, metadata and interoperability • Capacity development • Other developments of interest - CCl plans for 2014-18 IP - Centennial stations, Climate DCPCs, climate normals

Technical Commission Guidance – (1) • CCl has contributed to work by a number of WIGOS Task Teams and Expert Teams (refer paper) • Conveying observational requirements -Statement of Guidance - Ongoing participation in GCOS/AOPC meetings - CCl intention to establish pool of rapporteurs • Published sources of guidance - Guide to Climatological Practice updates - WCDMP 60 thru 73

  4. Quality management and best practice • EC-65 requested CCl to progress establishment of a High Quality Global Data Management Framework for Climate (HQ-GDMFC) • CCl MG proposed IPET-CDMF chaired by CCl be established to progress this. • Purpose of HQ-GDMFC is to establish best-practice guidance for data management in support of climate • We see scope for integrating CCl’s data management activities with those of other Technical Commissions

Integrating GDMFC with broader WMO data management needs • How can experience/issues of other TCs and interested Programs best inform CCl’s development of a GDMFC? • How should the guidelines, requirements and recommended procedures be reflected in the WIS/WIGOS regulatory material? • How can Commissions work together to progress a longer term vision for integrated data management across WMO programs?

  6. Standardisation and interoperability • ET-CDMS completed and analysed survey of CDMS capability in Member NMHSs. Reveals significant gaps in data management capability • ET-CDMS completed draft specifications document for CDMS setting out required, recommended and optional functionality. An updateable register of CDMS compliance is planned. • ET-CDMS plans in future include: • developing an Opensource CDMS strategy • establish a sustainability strategy for CDMS and Data Rescue

  7. Discoverability, delivery and Interoperability • ET-CDMS are collaborating with TT-WMD on developing a climate-specific definition of metadata requirements • “Metadata” encompasses Discoverability, Observations and Provenance metadata • ET-CDMS and IPET-MDRD collaboration on developing combined climate observations data and observations metadata logical data model

  8. Capacity development • Best practice guidance required on: - CDMS implementation, especially in D & LDCs; - Data Rescue, as part of an International Data Rescue portal Both activities are incorporated in draft plans for 2014-18 IP

Other developments of interest- (2) Other developments and issues • Centennial stations - criteria have been defined • WIS Climate DCPC designation • Climatological standard normals - proposal to amend Technical Regulations has been drafted • Increasing use by climate of remotely-sensed data - TT on use of remotely sensed data in climate monitoring proposed in OPACE 2
