Collaboration with EUMETNET • One of the major stakeholder in WIGOS implementation • 16-RA VI Session (Helsinki, Sep. 2013) adopted R-WIP-RA VI - EUEMETNET responsible for some activities • Design & Planning • Observing Systems Operation & maintenance • QM • EUMETNET activities within RA VI but outside its domain • EUMETNET activities outside RA VI • EUMETNET STAC & PFAC, Toulouse, October 2013 • Draft MoU and between WMO and EUMETNET • Three WIGOS related Projects • EUMETNET Assembly, Larnaca, November 2013 • Approved MoU

EUMETNET-WMO MoU • Article I Cooperation arrangement • Both Parties may agree to design and implement joint cooperation programmes and projects. • Article IV Entry into force, amendments and duration • May beimplemented through specific additional annexes, each of which will indicate the objectives, activities, forms of participation and financial and other conditions.

  5. #2 Leadership and Participation in Project on Global Expansion & Enhancement of the Aircraft-based Observing System(Period: 2014-2016)

  6. Background WIGOS-IP: Access to an expanded set of data & standardization of practices EGOS-IP: 6 global actions relating to expansion and enhancement of ABO and AMDAR. CBS ET-ABO (programme development) and CIMO TT-AO (science and standards) now responsible for programme coordination. 1st Session ET-ABO (Sep. 2013) prepared a Strategy & Implementation Plan for ABO Development. EUMETNET through E-AMDAR is considered a world leader and operating world’s best practice AMDAR programme: WMO looking to EUMETNET to assist in ABO development both at global and regional level (RA VI).

  7. Objectives Expandand enhance the aircraft-based observing system coverage and capability so as to provide an optimal and sustainable, high resolution upper air meteorological monitoring system. Enhance and extend the water vapor monitoring capability of the aircraft-based observing system.

  8. EUMETNET Role Provide leadership through supporting CBS & CIMO teams and in RA VI. Provide Experts for Workshops and technical activities (e.g. meetings with aviation). Provide technical assistance to new programmes. Provide (additional) supplementary data outside of EUCOS region. Extend E-AMDAR coverage internationally by equipping intl operating fleets of existing airline partners, e.g. though B777 SW development. Consider providing international data processing function for AMDAR and ADS-C on behalf of London WAFC. * Note: EUMETNET is already contributingin most of these areas already.

  9. E-AMDAR Contribution to Global AMDAR 11% of E-AMDAR data produced (~50K p.d.) is a commitment to WMO WWW Programme. Already providing ~1500 profiles p.m. at 28 airports over Africa (MoU with SAWS). Potential to provide data for total of 78 airports

  10. WMO Role Administer bilateral agreements and accounts associated with generation of E-AMDAR global AMDAR data. Provide international project coordination through WMO Technical Commissions.

  11. #3 Activities Related to Establishment of Standards for Weather Radar Data Exchange(Period: 2014-2016)

Objectives CBS Task Team on Weather Radar Data Exchange to: • Develop and define model for radar data exchange; • Define data exchange formats for weather radar; Facilitate and encourage wider international exchange of weather radar data in support of NWP requirements for these data (EGOS-IP, Global Action 48).

  13. EUMETNET Role As an international leader in weather radar data exchange, assistCBS ET-SBO and its Task Team in undertaking and meeting the objectives; Provide an appropriate expert from EUMETNET OPERA as a member of the Task Team; and, Consider and provide additional leadership and resources to assist WMO and ET-SBO in realisation of Objective 2 (Facilitate and encourage wider international exchange of weather radar).

  14. WMO Role Coordinate the relevant activities of ET-SBO and the Task Team; In collaboration with the Turkish State Meteorological Service, WMO is and will continue operating the WMO Radar Database and its further development.

  15. Recommendations • ICG-WIGOS to endorse mentioned WIGOS-related Projects for MoU WMO/EUMETNET • ICG-WIGOS to propose other projects for future collaboration with EUMETNET • WMO to submit endorsed projects for consideration by: • EUMETNET Technical and Scientific Advisory Committee (STAC), 7-9 April 2014, and • EUMETNET Policy and Finance Advisory Committee (PFAC), 10-11 April 2014
