Background • 17 miles of I-15 reconstruction completed in time for the 2002 Olympics • 600 N to 10600 S • Design/Build contract with Pavement marking warranty attached • Contractor-Epoplex • Time-8 years (4 years initially with 4 year extension) • Material-Epoxy was a result of the contractor’s proposal to change from tape • Measures-Retroreflectivity & Presence AASHTO Subcommittee on Maintenance Louisville, KY

Parameters • $5,000,000 budget • 5 year warranty • Established suppliers to act as prime contractor • Supplier chooses durable marking • Not solvent or waterborne • One application to last 5 years • Match existing marking geometry and contrasting • Remove all existing striping and messages • Recessing optional • Performance criteria • Striping • 200 mcd min. (white) • 125 mcd min. (yellow) • 90% presence/mile • Messages • 95% presence/message • Required to obligate mobile retroreflectometer data collection services • Data collection frequency • Just after installation • Annually in the spring for life of contract AASHTO Subcommittee on Maintenance Louisville, KY

Funding & Process • Initially planned on state maintenance funds • Put RFI out for comment & worked on RFP (Mar. 2011) • Federal IM money became available • Changed the process which added 2 months • Required 2 phases • RFQ-short listed qualified suppliers • Bid package AASHTO Subcommittee on Maintenance Louisville, KY

Process Seg. 3 3rd Priority I-215 MP 26.75 to 28.35 Legacy Highway connection to Beck Street • Developed list of routes • High AADT • Too far away • Prioritized list • Developed quantities and estimate • Had to make product assumptions: • Couldn’t use solvent or waterborne • Used average of bid prices found for modified urethane, polyurea and epoxy • Initially had 20+ segments to choose from • Refined route list as we refined the estimate • Result was these segments: Seg. 1 1st Priority I-15 MP 292 to 309.65 114 S. north gore to 600 N. north gore Seg. 2 2nd Priority I-15 MP 285.93 to 291.79 Utah Co. line to 114th S. south gore AASHTO Subcommittee on Maintenance Louisville, KY

Status • Bid open in August • Too late to start work • Will start next spring • Good • Will allow better planning and scheduling • Will extend the 5 year warranty to 2017 • Condition of existing epoxy on I-15 is pretty good • Requires some minimal touch-up with waterborne to get through the winter • Interested to see what products and prices are bid: • We think: • Epoxy, or • Modified urethane ,or • Polyurea, or • A combination • Unique • Had previous warranty contracts via change order but this is the first time to solicit bids for only a pavement marking warranty scope • First time federal IM funds used for pavement markings AASHTO Subcommittee on Maintenance Louisville, KY
