Background In the 1980’s and early 1990’s waste tire dump fires became national news In many places throughout the country waste tires were disposed on vacant land at minimal cost The State of Florida 1988 Solid Waste Management Act required waste tire collectors to register with the Florida Department of Environmental Regulation (FDER) and dispose of tires at permitted centers
Background • Orange County Fire Rescue identified 100 waste tire dumps in the County • FDER required owners of tire dump sites to clean up
Background Background • Chapter 32-2 Waste Tires • Recognizes the problem of illegal tire dumping • Requires waste tire transporters • Be licensed • Maintain records / manifests • Quantity of tires collected • Where and from whom the tires are collected • Where the tires are deposited • Report manifests quarterly to the County

FDEP Supplemental Program • Initiative to remove waste tires due to concerns about mosquito carried viruses • Applies to: • Private Property Owners • Municipalities • Does not apply to: • Commercial waste tire collectors
FDEP Supplemental Program • Abandoned tires delivered to the landfill during the month of March 2011 • No costly requirement to fumigate tires • No Tipping Fees • Tires loaded into trucks by Solid Waste staff • Tires will be hauled away at FDEP expense

Summary Since 1992 the Waste Tire Program has significantly reduced the problem of illegal waste tire dumping in Orange County Further improvement may require changes to the program and possibly additional resources
Summary • Chapter 32 falls short of comprehensively addressing waste tires • Gaps in the ordinance • No requirement for tire retailers to report • Does not apply to waste tires generated in neighboring counties • We have no way to know where waste tires are going in all cases

Recommendation • Research issue further and make recommendations for ordinance revisions regarding enforcement staff and costs • Discuss with industry groups, DEP, other agencies • Review effectiveness of programs in other jurisdictions • Consider potential for Task Force
