Tire Enforcement Grantee Program • Began in 1994/1995 as a pilot program • Grown Big • FY 2001/2002 – 8 Grantees ($2 Million) • FY 2002/2003 – 24 Grantees ($4 Million) • FY 2003/2004 – 36 Grantees ($6 Million) • 59% of population covered • FY 2004/2005 – 39 Grantees ($6 Million) • 71% of population covered

  3. Waste Tire Enforcement Grants Who’s Eligible ? • LEAs • City & County Code Enforcement • 50 sites or more • Where LEA is not in the Program • Grandfathered Agencies

Waste Tire Enforcement Grants Objectives • Initial survey of tire generators • Identify illegal tire piles > 500 tires • Conduct routine inspections of • Permitted and Exempt Tire Facilities (>500) • Haulers • Generators (every 3 years after initial survey) • Assist state with complaints and investigations • Provide education • Conduct initial enforcement (Issue NOV)

  5. Progressive and Consistent Enforcement Program • Area of concern, only if first time offense • Violation & NOV issued • One-time NOV Extension • ONLY if significant progress is being made • Refer to state, unless approved otherwise • Cleanup and Abatement • Administrative Complaint ~ Fines

  6. Waste Tire Enforcement Grants • Non-competitive Grant • Yearly renewal • 5-year resolutions • Next NOFA • October / November 2005 • Next applications due • January 2006 • Grant Term • June 30 to July 1
