1. SCHOOL SPORT PRESENTATION TO PORTFOLIO COMMITTEE 27 JULY 2010

2. ISSUES FOR DICUSSION • Briefing by the Departments of Basic Education and Sport and Recreation on the School Sports Policy Action Plan • Cooperation between SRSA and DBE

3. STATUS REPORT • The draft policy is with the Minister of Basic Education for submission to the Minister of Sport to request the Minister to endorse the request for the policy to be put out for public comment

4. SUPPORTING PROCESSES • Noting the ongoing policy process, SRSA, as the custodian of sport initiated a series of consultations with key stakeholders to develop a consolidated delivery strategy to ensure cooperation amongst all stakeholders • Meetings were held on 25,26 and 27 May with DBE, Provincial Departments of Education and Sport, Representatives of School Sport Codes and Federations

5. The objectives of the meetings were to: • Acknowledge the work done by the codes and all stakeholders • Align School Codes and Federation programmes • Get an overview of the challenges faced by federations and school codes in delivering and developing school sport • Identify a development programme with agreed targets • Agree on events • Agree on age groups • Agree on roles and responsibilities • Agree on budgets • Develop a programme for 2010/11 -2011/12

6. DECISION • Funds for the delivery of National Schools Championships will be transferred from SRSA to NF’s, to facilitate the alignment of programmes and foster working relations between the School Code Structures and NF’s • SRSA will enter into Service Level Agreements with NF’s to ensure that the funds for the delivery of the school sport are ring fenced • National competitions must be for athletes with potential, identified through ongoing league programmes throughout the country • School Codes and NF’s committed to aligning their programmes

7. DECISIONS • For sport in schools to thrive, there must be a healthy working relationship between the school codes and NF’s. SRSAwill assist / mediate in cases where these relations are strained • There is a need to eliminate the practice of charging athletes to participate in national and international school sport tournaments as it discriminates against those who cannot afford • NF’s and School Codes would submit proposed programme plans with budgets for 2010 -2012 to SRSA

8. FOLLOW UP • SRSA is in discussion with Treasury to facilitate the process of transfer payments to Federations for the purpose of school sport • Proposals have been received and assessed by SRSA and consultations with the respective Federations and School Structures are taking place • Treasury, at the request of SRSA, met with DBE and SRSA to clarify the funding of school sport by both Departments nationally and provincially.

9. FOLLOW UP • Documents outlining the budgets of the Provincial Departments as well as the National Departments for school sport will be consolidated and analysed to ascertain the total funding currently allocated for the delivery of school sport and the funding gaps

10. FUNDING FROM LOTTO • The Departments, noted the high rate of rejection of schools’ applications as a challenge to the allocation process and has submitted a proposal to the Sport and Recreation Distribution Agency of the National Lotteries Board to support applications for the development of sport infrastructure and equipment in Section 20 Schools.

11. FUNDING FROM LOTTO • Both Departments are proposing that an independent agency be identified to support Section 20 schools in accessing funds to deliver on the areas of priority. Funds need to be ring-fenced (on a rotational basis) to ensure a proper mechanism for these schools to access the fund. The appropriate agency that has been identified to support the process is The Sports Trust, until an independent School Sport Structure is formed to perform this function.

12. FUNDING FROM LOTTO SRSA in consultation with SASCOC proposed to the Sport and Recreation Distribution Agencythat Federations, as custodians of the codes of Sport, (in the absence of school sport structures) must apply for funding for the delivery of the following in order to revive school sport at all levels • Schools’ leagues and competitions from local to provincial level with a focus on athletes from both primary schools and secondary schools • National competitive school sport tournaments for the purpose of talent identification • Participation in international school sport competitions to sustain the High Performance Programme

13. SCHOOL SPORT STRUCTURES • Further to a directive to Provinces to engage with all stakeholders in school sport on establishing school sport structures the following is the current status: • Free State, Western Cape and Limpopo have launched local, district and Provincial school sport code structures • Eastern Cape has set up local and district structures and have still to set up provincial code structures

14. SCHOOL SPORT STRUCTURES • KZN has met with Federations but has no cooperation from the Provincial Department of Basic Education. The MEC for Sport has requested a bilateral with the KZN Department of Basic Education • Northern Cape and North West Province has set up discussions with Federations to facilitate the process of establishing structures

15. SCHOOL SPORT STRUCTURES • Gauteng is in the process of aligning existing structures to the draft policy document • Mpumalanga has set up 67 circuit structures and is in the process of developing a constitution • SRSA will undertake visits to provinces in this quarter to validate all reports

16. REVIEW OF SSMPP • The SSMPP is delivered to schools in a cluster of approximately 10 primary and 8 secondary schools with the support of a cluster coordinator • Further to consultation with Treasury, SRSA is reviewing the blueprint for SSMPP to extend the cluster approach to all schools in the country • Discussions have also been initiated with Love Life who also have local coordinators installed in districts to deliver programmes to schools
