The History Behind e-Grants • Mandated by PL 106-107 (e-Government Initiative) • Public Law 106-107, passed on November 20, 1999, requires that all government agencies both streamline grant application processes and provide for the means to electronically create, review, and submit a grant application via the Internet. • Will be used to review FMA and PDM Grants • External and Internal Components MT e-Grants: External Subgrant/Grant Applicant Component

Mitigation Plan Information • Linked to the Plans Repository • Federal mandates: • After November 1, 2003: Local plan required for local projects for PDM • After November 1, 2004: State plan & local plan required for State & local projects for PDM & Stafford Act non-emergency assistance, including HMGP & PA • FMA: Flood Mitigation Plan required for projects • Captures any Planning efforts But what if my plan is not in the Plans Repository? Evaluation Information • Questions vary by Application Type • All questions require response • Grantee can complete the following: • Does the State/Tribe in which your community is located have a current FEMA-approved mitigation plan? • Describe how this mitigation activity will incorporate State, Tribal, private, or local community involvement to enhance its outcome through partnership. • Benefit Cost Analysis information for the project. • Describe how this mitigation activity supports National Priorities, complies with Federal laws and Executive Orders, and is complementary to other Federal programs.
