Welcome to e-OPF: A Modern Approach to Personnel Files

e-OPF is a system for managing electronic Official Personnel Folders, providing 24-hour access for HR and employees, notifications for updates, and secure transfer between agencies. Compliant with U.S. OPM guidelines, e-OPF streamlines record-keeping. The initiative aligns with the President’s Management Agenda and OMB directives. Since 2006, the implementation schedule has progressed, with REE being the first in USDA to go live. Phase II Scanning Verification set for completion in Oct. 07.

What is e-OPF • A system for capturing, storing and managing an electronic version of the Official Personnel Folder • 24 hour access by HR and employees • Notifies employees when e-OPF updated • Electronic transfer of OPFs between agencies • Complies with U.S. OPM Guide for Personnel Recordkeeping

  3. Why We Are Implementing • President’s Management Agenda • OMB has directed • OPM has put agencies on notice that by 2010 all agencies must have implemented • e-OPF is the solution selected by OPM for all Federal agencies

  4. Where We Are Now • Started about 2 years ago • January 8, 2006, REE SF-50s received electronically in e-OPF • March 06 – ARS HR went live • August 06 – Scanning began • December 06 - Scanning completed • Currently verifying scanned data REE was the first in USDA to go live!

Implementation Schedule • Electronic Interface with NFC - Jan 06 • Human Resources Employees Trained - Mar 06 • Complete Scanning of Paper Folders - Dec 06 • Complete Phase I Scanning Verification - Apr 07 • Allow AFM Employees Access to their e-OPF - May 07 • Complete Phase II Scanning Verification – Oct 07 • Complete Implementation of REE Employee Access - Oct 07
