He wants the public to know that the government is aware of their worries about means testing (Give evidence /explain)(L3) He is aware that there is opposition(Give evidence/explain (L3) So that he can allay the people’s fears so that they support the introduction of means testing(L4)

  2. How different are sources C and D? Sources C and D are similar because both say that the individual does not have a say in which ward he wants to stay (L3)
