  2. BP Pipelines • Operates 8000 miles • Types • Primarily Liquid Pipelines • Crude and Refined Products • Trunk and Gathering • 400 miles of Gas Transmission • 20 different States • Rural and Urban ROW’s

Industry Liquid Pipeline Spill Record Has Improved 1999-2004 • The number of total releases dropped 51 percent – All Programs • Releases due to corrosion dropped 67 percent – IMP Program • Releases due to operator error dropped by 63 percent – Operator Qualification Program • Releases from third party damage from excavation dropped 37 percent – Pipeline’s Damage Prevention Programs

  4. Greater Public Involvement – What does that mean? • Answer: • It means something different to everyone • Operator’s Programs must work within this premise

BP Program Objectives • Provide Public Awareness to the affected public, emergency officials, public official, and excavators • Promote “Dig Safely” and “Call Before You Dig” practices • Raise the awareness of pipelines and pipeline safety in the community • To establish and maintain a working relationship with various stakeholders along BP Pipelines’ right-of-way

  6. BP Program Highlights • DP Coordinators • Regionally Located • Implement and Manage DP Program • Program is Regionally Focused • Must know your stakeholders • Farmers, Subdivision Homeowners, Government Lands • Emergency Responders • Full Time and Volunteer

  7. Local Community Participation Recent Example • Minnesota landowner community meeting • Listened to landowner concerns • Current landowners do not understand ROW agreement from construction (40 yrs) • Follow-up agreed upon • City will get copy of group correspondence

  8. API 1162 Overview • Covers one aspect within the broader picture of pipeline operator communications • Biggest Step-up for Most Operators: • Program Evaluation (for Continuous Improvement) • Outreach to Public Officials

  9. “How will we measure effectiveness?” • Premise: Design and implement a nationwide long-term “co-op” plan that will assist operators in meeting the requirement for “Program Evaluation for Effectiveness”: • Provide compliance with regulatory requirements • Provide feedback to operators on Program effectiveness

Long-term Nationwide Survey Plan • Designed based on learnings from Pilot Survey • Conducted by survey professionals • Participation open to all transmission pipelines (liquid and gas) • Provides operator-specific and collective results • Establishes a national “baseline” • Will meet most (but not all) of a participating operator’s measurement needs • Ensure PHMSA expectations are met

  11. DP Program Philosophy • Must use methods that: • Meets the needs of the Landowners • Works within Operators Organization • All Programs need to be Flexible for their Environment and Measurable • Cooperation and Communications
