Why to engage – The context • Complex priorities for water allocation – The example of the Pangani River Basin in Tanzania • Fair, effective and sustainable water management requires a multi-stakeholder, negotiated approach • Negotiation plays a central role where multiple stakeholders participate in constructive engagement
