Mobility Management 17th Annual Transportation Training and Technology Conference Florida Commission for the Transportation Disadvantaged August 18th, 2009
Overview of Presentation • Background • APTA Application • Case Studies • Conclusion
Background • Astrategic approachto managingtransportation resources that emphasizes • moving people instead of moving vehicles • the discrete travel needs of individual consumers • making visible improvements to the effectiveness, efficiency, and quality of the travel services being delivered • improving the information available about those services. • A process of managing a coordinated community-wide transportation service network comprised of the operations and infrastructures of multiple trip providers
Background • A focus on individual needs, not on moving the masses • Offering a full range of travel options to the single-occupant auto • A focus on innovation, changing usual business practices • Cultivating partnerships and multi-agency activities • Offering a single point of access for customers to multiple travel modes • Applying advanced technologies • Coordinating community-wide planning, with transportation influencing land use and zoning decisions • Ensuring transit-friendly designs in long-range plans • Receiving business community support as well as local governmental support
Background The law defines mobility management as “short-range planning and management activities and projects for improving coordination among public transportation and other transportation service providers.” • Operating transportation brokerages to coordinate service providers, funding resources, and customer needs; • Coordinating transportation services for older adults, individuals with disabilities, and individuals with low incomes; • Supporting local partnerships that coordinate transportation services; • Providing travel training and trip planning activities for customers; • Developing and operating traveler call centers to coordinate travel information, manage eligibility requirements, and arrange customer travel; and • Planning and implementing the acquisition and purchase of intelligent transportation technologies
APTA Mobility management is a strategic approach to service coordination and customer service that is becoming a worldwide trend in the public transportation sector. The expectation is that, over time, transit agencies should move beyond the traditional role as operators of fixed-route service and assume a broader role in coordinating the full range of mobility services in their communities
Others • Pace – help to manage ADA process • Albany – multiple municipal partners • SANDAG – combined highway and transit planning – hot-lane with transit • Wisconsin – key mobility management state, 52 mm already hired, under auspices of new state mm office
Mobility Services for All Americans “MSAA” • US DOT effort to widely disseminate technology in the transportation industry • Initial efforts involved funding 8 pilot projects to develop a “systems engineering” approach to developing “one call” centers in regions • Worked with an industry steering committee to take the work from the pilot programs and work through issues of communication and transferability once the pilots moved forward
MSAA • USDOT funded three of the original 8 pilots for funding to move to phase 2 implementation • USDOT and their contractor have set up a website to share information broadly within the industry • www. MSAA-TMCC.org
Next steps • Desire to institutionalize Mobility Management • Creation of a “Mobility Management Partnership” between APTA, CTAA, TLPA, and Easter Seals Project Action • FTA objective to cement UWR objectives into their performance planning with grantees
Next steps • Goal to drive the message and develop the infrastructure • Provide technical assistance to mobility managers • Establish a national communication process • Develop national education opportunities • Communicate best practices • Create certification process
