More Progress Needed Conflicting Missions Need to be Addressed At State and Federal Levels – Beyond HQ Operations & Maintenance Issues for Existing Projects National Guidelines – Flexibility for Regional Conditions Science-Based Decisions Local, State and Federal Data Sharing Establishment of Roles and Responsibilities
