  1. Payroll Giving update Spring 2014

  2. Where we’re at…..a reminder • Consultation launched this time last year • Lots of engagement with the SIG and members to formulate our response • Government response September ’13

  3. Government response • the Government has decided to reduce the maximum time for disbursing donations from 60 days to 35 days where PGAs have the necessary information to proceed’ • assisting and facilitating agreement between a group of key representatives from both charities and PGAs on the terms of a service level agreement for the Payroll Giving sector’ • We will therefore create a new home for Payroll Giving, drawing together the best of the existing available information. This will provide the place to go for donors, employers, HR professionals, charities and PGAs • also explore options for providing a tool whereby prospective donors can search for their employer and link to the relevant PGA.

  4. Service level agreement • Aseries of meetings between charity side and PGAs to talk about what the charities need and what Agencies are able to provide – progress has been made and conversations have been positive, though not there yet. • Conversation has focused on trying to agree standardised disbursement reports format and content so that charities receive uniform information from across different agencies • Other main area is the ‘wider environment’ – to be able to report on how payroll giving is performing overall (e.g, numbers of new sign ups, money held but not yet disbursed, numbers of employers that match fund)

  5. ‘New home for Payroll Giving’

  6. ‘New home for Payroll Giving’ • All gov information across the board is transitioning to gov.uk • Payroll Giving Centre site will close and the content transferred (and re-written) for gov.uk – intention is to make it clearer and easier for people to get the information they need. • This work will be done as part of the larger transition of the HMRC website. • Limited opportunity for ‘promotional’ content but will be possible to link to external websites and promotional content • Information about the Quality Mark, and Awards, will be hosted on the IoF site – but will link closely with gov.uk • Work is ongoing on a tool to allow potential donors to look up their employer and then link up with the Payroll Giving Agency

  7. How to apply for a Quality Mark in 2014 •  Your PGA will monitor the employee participation rates you have achieved by the end of March this year and will allocate an Award in line with the above criteria. • Awards will be issued to you by your PGA. Alternatively, if you think you qualify for an award, you can approach your PGA directly. • The deadline for applications for a Platinum Award is Tuesday 22 April 2014. For all other Awards, the deadline for applications is Tuesday 29 April 2014. •  Quality Mark Certificates will be distributed between 26 May and 6 June 2014.

  8. 2014 National Payroll Giving Excellence Awards • The National Payroll Giving Excellence Awards will be launched in May • The IoF and APGO will promote the Awards – and encourage applications – through the summer • The closing date for applications will be early September. • The Awards Ceremony will take place in early November 2014
