Update on Payroll Certification Pilot at George Mason University as of May 2012

This report updates on the Payroll Certification Pilot conducted by George Mason University under the Federal Demonstration Partnership. Through twelve reporting cycles in 2011, we achieved significant improvements: 67% of reports were received within 30 days, a notable increase from 33% in 2010; 93% within 45 days; and 100% within 60 days. The DCAA DS-2 adequacy review was completed with no findings. The internal audit work plan includes 400 hours for payroll certification. Future steps include soliciting feedback from faculty and staff, providing regular updates, and audits scheduled for 2012 and 2013.

Assessment of Payroll Certification • Through twelve reporting cycles (Jan thru Dec 2011) • 67% of reports received within 30 days compared to 33% under prior process in 2010 • 93% of reports received within 45 days • 100% of reports received within 60 days • DCAA DS-2 adequacy review completed Fall 2011 with no findings • Feedback from faculty and administrators continues to be very positive

Internal Audit Work Plan • Draft includes 400 hours for Payroll Cert. • Test policy compliance for initial award set-up • Sample certs. for deadlines & follow-up • Test policy compliance for redistributions • Test split funding; confirm salary charges to all funding sources = 100% of actual salary
