Chronology • October 2007 – Launch of ITQI • Since January 2008 – Ongoing ICAO support to ITQI • 1 October 2008 – ICAO/IATA informal briefing to Council on Next Generation of Aviation Professionals • 21 to 22 May 2009 – NGAP Roundtable • 8 to 9 October 2009 – First meeting of NGAP TaskForce • 1 to 4 March 2010 – NGAP Symposium • 5 March 2010 – Second meeting of NGAP TaskForce

  4. IATA Training & Qualifications Initiative (ITQI) Goals & Focus • Develop and introduce competency-based training • Ensure harmonized implementation • Identify means to improve industry attractiveness Focus on Flight Operations and Engineering andMaintenance

NGAP Roundtable(21-22 May 2009) • What is constraining recruitment, retention and training/education of pilots, controllers, and maintenance personnel as well as other aviation professionals?; and • What global initiatives can facilitate the recruitment, retention and training/education? 43 participants from regulatory organizations, industry, international associations, education and training organizations

  11. First Meeting of theNGAP Task Force (NGAP TF/1) • 8 to 9 October 2009 • 29 participants representing international organizations, universities, regulatory authorities and industry

NGAPTF/1 Objectives • Establish the work programme • Magnitude of shortage (near-term and long-term) • Region • Career path • “Best practices” for attracting, educating/training, and retaining next generation • “What ICAO can do” • Increase geographical representation • Advise for the planning of the NGAP Symposium

NGAPTF Proposed Action ItemsHuman Resource Planning Collection of readily accessible data • Pilots, controllers, maintenance technicians and engineers, ATSEPs, and regulatory personnel • Data including but not limited to: • numbers of type ratings and licenses • manufacturers data including those for smaller airplanes • associations membership data • Data for airport/airline managers • Consider how to collect data on non-licensed personnel

NGAPTF Proposed Action ItemsOutreach • Data for applicants and enrolment in education and training programmes • Survey aimed at the next generation to identify: • perceptions of the next generation • differentiated by regions • barriers • Profile for its impact on: • learning styles and instructional methods • recruitment practices

NGAPTF Proposed Action ItemsMethodology (1) • Consider Annex 1 amendment and development of guidance for the approval of training organizations that deliver competency-based training • Enhanced Doc 9841 – Manual on the Approval of Flight Crew Training Organizations • Partnerships to establish an MPL data collection based on Stateletter AN 12/50-07/37 • Consider revising Annex 1 to enable industry set standards and certification as an alternative means of compliance for the issuance of a licence • Consider harmonization of testing of knowledge requirement for ATPL

NGAPTF Proposed Action ItemsMethodology (2) • Expand PANS-Training document and guidance material to other aviation professions • Pilot licences other than the MPL • Controllers • ATSEPs • Maintenance personnel competencies (under development through ITQI) • Definitions of core competencies for airport/airline managers • Expand the PANS-Training to include procedures for the training and assessment of threat and error management

  23. ICAO Doc 9868 –PANS-TrainingCompetency-based approach for maintenance • ICAO Preliminary review during ANC Session of 12 April to 18 June 2010 • ICAO final review during ANC Session of 18 October to 17 December 2010 • ICAO applicability (1st Amendment PANS-TRG) in December 2010

Summary • Close collaboration with IATA will result in draft materials for consideration by the ANC starting next year • Actions to quantify and qualify the challenge of the NGAP initiated • Expansion of the circle of partners and collaborators through NGAP Task Force • Symposium an opportunity to define future NGAP work programme
