European Neighborhood Policy (ENP) • EU foreign policy instrument towards all neighboring countries. • ENP goals: • To strengthen security; • To avoid the emergence of new dividing lines; • To cooperate in the field of policy, security, economy and culture. • Eastern Partnership and Mediterranean Union • New basic (association) agreements are negotiated

Action Plan – main instrument for ENP implementation • agreed between the EU and national governments of the neighbouring countries • sets reform agenda for a neighbouring country in broad public policy areas (governance, democracy, transport, energy, environment) • annual implementation plans

  5. Strengthening civil society participation in the European Neighborhood Policy • Regional monitoring project by “Society and Environment” (2008-2009) • Armenia, Azerbaijan, Georgia, Moldova, Ukraine • Country assessments of AP’s implementation: Environmental dimension

EU-Ukraine: Access to Information • Old agreements(Action Plans): • Country implementation reports not available • Draft annual measures were not available • Consultations on implementation reports by EC in 2007 and 2008 • New agreements: • No access provided to draft and final text of the Association Agenda (2009), including in national language • No access to draft Association Agreement – a basic new treaty negotiated between Ukraine and EU

EU-Ukraine: Public participation • Old agreements: • No opportunity to comment on draft annual measures • No opportunity to comment on draft annual implementation report • ENP conference – good effort, improper procedures • New agreements • No opportunity provided to comment on draft Association Agenda • No opportunity available now to comment on draft Association Agreement • No opportunity to participate in negotiations process • Eastern Partnership Civil Society Forum provides good example and hopes for improvement if a mechanism for PP is developed

  8. What is an ENPI? • A new framework for planning and delivering EU assistance • To make EU assistance more effective • To support the ENP priorities • To promote cooperation between EU member states and partner (neighbor) countries

What is an ENPI?Financial envelope • Country and multi-country programmes • Minimum 95.0% (over €10.6 bn) • Cross-border cooperation programmes • Up to 5.0% (almost €550 million) • EU support to Ukraine in 2002-2008 • app. €9.2 million for environmental field v. €747.1 milliontotal • or 1% spent on environmental protection

Conclusions • There is a need for dialogue between EU, Ukraine and NGOs (applicable to other Eastern ENP countries) • Consultation procedures need to be developed covering adoption, implementation and monitoring of ENP • Transparency of ENPI planning, implementation and monitoring • Increasing awareness on ENP/ENPI
