Meeting Objectives • The Input Group will hear updates on the progress of and adjustments to the DLL Pilot Study. • The Input Group will provide suggestions for unlicensed community-based sites to include in the study. • The Input Group will provide feedback on ways to communicate study findings released through AIR’s briefs.

  5. Adjustments to AIR’s Study Design • During Phase 3, First 5 California will distribute funds to programs to expand promising practices (focusing on diverse settings, languages, and ages) in early 2020 (RFA in late 2019). • To support the Phase 3 expansion effort, AIR will: • Complete a more comprehensive literature review to identify practices that are supported by rigorous studies, and in which contexts • Interview a set of program directors in summer 2019 about their decisions about instructional practices, and any barriers to implementation • Conduct an implementation study in fall 2020 in a sample of the funded sites (30 program director interviews)

Local Area Agreements • In consultation with participating counties, F5CA developed the process and timeline for distributing the $12.5 million reserved for county-level supports: • Local Funding – Phases 1 and 2: Up to $2.5 million for local agencies to support the successful implementation of the DLL Pilot Study evaluation activities and recognize educator and site participation: • Dedicated study liaison to support local early learning sites participating. • Incentives for early childhood educators, directors, and sites who participate. • Local Funding – Phase 3: Up to $10 million provided to local agencies and/or early learning sites to replicate and scale effective practices identified in Phase 2.

Phase 1 Background Study Updates County interview analysis in progress—emerging themes: • Strong support expressed for value of bilingualism • Wide variety of instructional approaches/programs (e.g., SEAL, GLAD, POLL, TALK, Soy Bilingüe, Raising a Reader) • Resource and workforce challenges AIR study site survey launching March 2019 • Need additional nominations of unlicensed community-based sites
