  9. Ozone NAAQS • Annual fourth-highest daily maximum 8-hour concentration, averaged over 3 years. • 2008 NAAQS – 75 ppb • 2015 NAAQS – 70 ppb • Currently, Atlanta (15 counties) is designated nonattainment for the 2008 ozone NAAQS. 9

SO2 Data Requirements Rule • SO2 NAAQS Data Requirements Rule (DRR) • Signed on August 10, 2015. • Published on August 21, 2015 (80 FR 51052) • The DRR was developed to address the need for additional air quality data to be used for implementing the 2010 1‐hour SO2 NAAQS. • The existing SO2 monitoring network characterizes localized SO2 source impacts in a limited set of areas. • The DRR directs state and tribal air agencies to characterize current air quality in areas with large SO2 sources (2,000 TYP or greater). • Facility can take permit limit below 2,000 TPY to be exempt. 15

SO2 Designations • Round 1 – Violating Monitors • October 4, 2013 - EPA designated 29 areas nonattainment in 16 states based on monitored violations • April 4, 2015 - Attainment SIPs due • October, 2018 - Attainment date • Round 2 – Sierra Club Consent Decree • September 18, 2015 - State designation recommendations due to EPA • July 2, 2016 - EPA makes designations • Round 3 – Modeling Approach • January 15, 2016 - List of sources exceeding threshold due to EPA • July 1, 2016 - Modeling protocols due to EPA • January 13, 2017 - Modeling analysis due to EPA • December 31, 2017 - EPA makes designations based on modeling • Round 4 – Monitoring Approach • January 15, 2016 - List of sources exceeding threshold due to EPA • July 1, 2016 - States submit monitoring details to EPA as part of their annual monitoring network plan • January 1, 2017 - New monitors operational • December 31, 2020 - EPA makes designations based on 2017-2019 monitoring data 16

Sierra Club Consent Decree • Round 2 of designations… • An earlier round of designations would be completed no later than 16 months from the Court’s entry of the consent decree (March 2, 2015) • September 18, 2015 -State recommendations due to EPA • July 2, 2016 - EPA makes designations • Consent decree applies to: • Coal-fired power plants that in 2012 emitted more than: • 16,000 tons of SO2, or • 2,600 tons of SO2 and had an emission rate of at least 0.45 lbs SO2/MMBtu • Georgia Power Plant Scherer • Areas that have newly monitored violations of the 1-hour SO2 NAAQS • Based on air quality modeling in the three (3) full calendar years preceding the Court deadline • One monitor in Savannah 17

Consent Decree Recommendations • Plant Scherer in Monroe County • EPD recommended attainment for Monroe, Bibb, Jones, Jasper, Butts, Lamar, Upson, and Crawford. • EPA’s 120-day letter recommends Monroe, Jones, Jasper, Butts, Lamar, Upson, and Crawford (not Bibb). • Violating monitor in Savannah • Lathrop & Augusta SO2 monitor (13-051-1002) • 2012-2014 design value = 78 ppb • EPD recommended that the land including the IP-Savannah main mill and the area surrounding the violating SO2 monitor (Jasper Spring Park) be designated nonattainment. • In early 2016, GA EPD early certify the SO2 data at this monitor. • 2013-2015 design value = 70 ppb • This area has been removed from the Consent Decree schedule (Round 2) and will be designated based on modeling (Round 3). 18

  19. Large SO2 Sources in Georgia *International Paper - Rome plans to use the monitoring approach. Must relocate current SO2 monitor to new location. **The three facilities in yellow highlight were not included on Georgia’s SO2 DRR source list, but were added by EPA. 19

PSD Emissions Inventory • GA EPD is creating a statewide emission inventory for the PSD air impact analysis • NAAQS & Increment • PM10, PM2.5, NOx, SO2, and CO • Follow 40 CFR 51 Appendix W • Contractor support from AMEC • GA EPD will maintain future updates to the emission inventory through the permit application process. • All emissions will be available on-line 21
