  2. Proposed Changes to Schedule 6B Data, Projected Transmission Line Characteristics • Make some of transmission line design characteristics optional. PURPOSE: Reduce the survey data collection burden for the respondents. Particularly because this schedule deals with projected lines, some design parameters may be subject to change.

  3. Proposed Changes to Schedule 5 Data, Bulk Power System Maps • Change submission format from PDF to GIS. PURPOSE: Collecting map data in GIS format would allow EIA to put the collected data to greater use. Map data are confidential and would remain confidential and not releasable, however EIA is open to the possibility of using GIS data to create map graphics for publication.

  4. Proposed Changes to Schedule 7 (TADS) Data in Form EIA-411 • Start to collect TADS transmission element (AC/DC Line/Transformer) automatic outage data at voltages 100 kV and above. PURPOSE: Full coverage of the BES for automatic outages. SPECIAL CONSIDERATIONS: Results in expansion of current TADS survey scope. Considerably more circuits fall in this category. Has the potential to increase burden considerably for some respondents. • Collect TADS transmission outage data by outage mode categories. PURPOSE: Collect common mode outages, which may have high relevance for transmission system reliability. Michael Leff and Jim Hewlett, Washington, DC, May 10, 2012

  5. Proposed Changes to Schedule 7 (TADS) Data in Form EIA-411 (Continued) • Collect TADS data for the U.S. without any filters or screens. Ask NERC for the exact definition of the APC index. Ask NERC to submit TADS data which will produce the APC indices for AC lines and transformers, for the US. • PURPOSE: EIA is interested in constructing the AC line and transformer Availability Percentage (APC) data for the NERC regions. Because currently NERC submits the data filtering certain type of operational outages, EIA cannot calculate representative APC data • SPECIAL CONSIDERATIONS: This option will not require any changes to the form. Proposed Changes to Schedule 7 (TADS) Data in Form EIA-411 • (Continued) • Collect data on transmission related events with firm load loss and generation loss, magnitude of load and generation loss, number of event-associated outages, and number of circuits affected by the event. • PURPOSE: Load loss is a good indicator of the severity of transmission related adverse events. It helps to separate events with high impact from inconsequential events. High impact events are probably the primary cause of common mode outages. • SPECIAL CONSIDERATIONS: EIA will work with NERC Event Analysis Working Group to discuss the availability of this information. SMART GRID Transmission System Devices A proposed EIA-411 survey schedule will collect data on: • The number of networked and non-networked Phasor Measurement Units (PMUs) installed, • The number of local and corporate Phasor Data Concentrators installed. • Regional PMU “coverage” of the Bulk Electric System (BES) – i.e. the number of substations monitored by PMUs • How PMU devices are used - real-time operations, or planning use. • Regional Dynamic Capability Rating System (DCRS) coverage of the BES transmission lines – number of circuits, circuit miles and number of transformers monitored by DCRSs • PURPOSE: Track the coverage of the U.S. bulk power system by the relatively new smart grid transmission system monitoring devices. • SPECIAL CONSIDERATIONS: Work with NERC Operating Committee for guidance on this survey schedule. NERC Generating Unit Availability Data System (GADS) Report A proposed EIA-411 survey schedule will collect data on: • Forced, maintenance and planned outage counts and hours for generating units. (Collect forced outage data for both single unit and multiple unit outages.) • Forced, maintenance and planned derating counts and hours for generating units. • Select generating unit performance indicators, such as availability factors and outage rates. PURPOSE: Generating unit outages and related reliability indicators provide information on factors affecting reliability of the bulk electric system. Especially, multiple unit outages may pose reliability risk to the bulk electric system. SPECIAL CONSIDERATIONS: There is limitation on publishing operational data when respondent is readily identifiable.
