HIGH LEVEL STRATEGIC OBJECTIVE OF NSTT • The primary aim of the NSTT is to create an enabling environment for the delivery of sustainable sanitation in a coordinated manner, monitor the delivery of the sanitation services, facilitate appropriate interventions where required, ensure compliance with policy, legislation and national strategies and align sanitation development programmes among sector partners nationally.

PROPOSED ACTION PLAN AND RESOURCE REQUIREMENTS • Provide a coherent framework for addressing the sanitation backlog in a coordinated and integrated manner (Ongoing) • Ongoing participation of DWA in AfricaSAN – • Ongoing participation of DWA (NSPU) in Africa Water Week from 09-13 November 2009. • Take into cognisance existing government commitments - Municipal Indaba actions. (Refer slide 7) - eThekwini Declaration and SA Action plan for AMCOW - 5year Local Government Agenda • Free Basic Sanitation Strategy roll-out- Training, and information dissemination to the Municipalities. June 2009- mid-March 2010. • Coordinate sanitation activities with SALGA, DoH, DoE, CoGTA - Coordinate annual events like WASH, GHWD, & WTD. • Participate in Policy Formulation and Interpretation • The NSTT will continue to make contributions to the policy and regulatory framework through policy development, formulation of appropriate legislation, and dispute resolution.(Ongoing)

PROPOSED ACTION PLAN AND RESOURCE REQUIREMENTS (2) • Participate in Strategy Formulation and Programming • The NSTT will support the formulation of relevant sanitation strategies by providing guidelines and strategic input (Ongoing) • Advocacy and Promotion (Ongoing) • The NSTT will support the formulation and execution of an appropriate sanitation advocacy and promotion strategy. • This will include allocation of resources and support for integrated planning. • Individual members will champion the sanitation cause within their respective institutions. (DBSA Training) • Alignment of policies • The NSTT will ensure that all government sanitation policies are aligned. • Resources Required • Funding and human resource for sustainability of NSPU and NSTT.

IMPROVING EFFECTIVE FUNCTIONING OF NSTT • High level of attendance to the meeting and commitment especially the Chief Directors; • Actions should be funded to enable to commit and report actions; • Actions should be in line with the Government’s programme of action and priorities; • Formulate an appropriate framework for the development of skills within the sector linking it up with the Skills Task Team. • Develop and update guidelines that are relevant and supportive to the sector; • and • Promote and support relevant research in the sanitation sector.

  6. MUNICIPAL INDABA SANITATION ACTIONS. Sanitation: • Mobilise national fund to deal with full pits; • Immediate Health and Hygiene (H&H) intervention in bucket eradication programme; • H&H should be part of Municipal performance regulation; • Ring-fence sanitation budget within MIG service delivery and O&M , Explore other technology vs VIP latrines, No manual pit emptying, Review Sanitation policy to address issues listed in POA Progress • The roll-out of sanitation policy has been put on hold due to imminent movement of Sanitation Programme Unit to Human Settlements. • WRC investigates the temporary sanitation technology option that is appropriate to informal settlements • Comprehensive sanitation implementation plan developed • Options for dealing with full pits developed and to be rolled out to WSAs with other sanitation tools
