GGRF Objectives • Develop technical requirements for GSM interworking with non-GSM technologies • Submit requirements to Standards Development Organizations, e.g., 3GPP, 3GPP2, Telecommunications Industry Association, and others as identified • Develop commercial standards (practices, principles, and guidelines) for interstandard roaming agreements and services • Submit proposals to GSM Association Working Groups and external bodies, e.g., CIBERNET, CDG, UWCC, CTIA • Notes • Technical requirements include: network & signaling, terminals & smart cards • Commercial standards include: roaming agreement provisions for billing, fraud management, settlements, etc.

GGRF Governance & Membership • GGRF Reports to the Executive Committee of the GSM Association • GGRF has established and maintains its own rules of governance • Technology Teams determine their own work plans • Membership is open to any operator or supplier with an existing or planned GSM roaming interoperability product or service • Meetings are open to members only; Observer Status granted by Chairman

Key Components For Interstandard Roaming • Commercial arrangements: so that agreements, minimum services, etc. are agreed to in advance • Networks: to ensure the ground-based infrastructure – which carries signaling, voice, and data messages - can communicate with each other. • Billing: to ensure different systems for exchanging call detail records can interoperate in a timely manner. • Terminals & Smart Cards: so that the customer’s phone can recognize and operate on systems unlike their home technology. • Testing: to ensure individual components of roaming and also the entire process has been verified and is operating as planned. “One phone-one number, one terminal,around the globe and across technologies”

G95 Streams with Unique Project Plans • Terminals & SIMs Stream • CDMA SIM specification: Done • Minimum standard for interstandard handset: 11-Jan-2001 • Network Stream • Identify what changes are required to the GAIT specification. • Define changes and complete a G95 Phase 1 specification • Seek TR-45.2 help to produce & formalise Phase 1 G95 standard • Work with TR-45.2 & TR-46.3 towards harmonisation of GAIT and G95 standards • End-to-end Testing • Scope and work plan to be developed as other Streams plans evolve
