PARTICIPANT ELIGIBILITY CRITERIA If an individual has obtained a high school diploma (HSD) or a general educational development (GED) certificate, the individual must meet one of the following: • Is less than 20 years of age on September 1 of the school year and is enrolled in the state technical institute and rehabilitation center. (MI Career & Tech Inst/Plainwell) • Is less than 20 years of age on September 1 of the school year, is not attending an institution of higher education, and is enrolled in a job or employment-related program through a referral by an employer. • Is enrolled in an English as a Second Language (ESL) program. • Is enrolled in a High School Completion (HSC) program

PARTICIPANTELIGIBILITYCRITERIA If an individual has not obtained a high school diploma (HSD) or GED certificate, the individual must meet one of the following: • Is at least 20 years of age on September 1 of the school year. • Is at least 16 years of age on September 1 of the school year, has been permanently expelled from school under section 1311(2) or 1311a of the revised school code, MCL 380.1311 and 380.1311a, and has no appropriate alternative education program available through his or her district or residence.

  7. PARTICIPANT ELIGIBILITY CRITERIA An individual who is an inmate in a state correctional facility is not eligible to be funded under Section 107 of the State School Aid Act.

  8. CONTINUED ELIGIBILITY - ABE An ABE participant remains eligible for funding until Reading and Math proficiency levels are assessed at or above the ninth grade level, or fails to show progress on two successive state approved assessment tests after completing at least 450 hours of instruction

CONTINUED ELIGIBILITY - ESL A participant remains eligible for funding until assessed as having attained basic English proficiency (CASAS Reading or Listening scale score of 236 and above, or CASAS Writing scale score of 261 and above), or fails to show progress on two successive state approved assessment tests after completing at least 450 hours of instruction,

  10. CONTINUED ELIGIBILITY - GED A participant remains eligible for funding until the GED is obtained, or fails to show progress on two successive state approved assessment tests after completing at least 450 hours of instruction.

  11. CONTINUED ELIGIBILITY – HSC A participant remains eligible for funding until a high school diploma is obtained, or fails to earn credit in two successive semesters or terms in which the participant is enrolled after completing at least 900 hours of instruction.

  14. ASSESSMENT State Approved Assessments • TABE 9/10 (survey or full battery): TABE Locator must be administered to newly enrolled participants prior to administering TABE test. TABE Locator and practice tests cannot be used for a pre- or post-test. • CASAS: Appraisal should be given first to identify instructional level, but cannot be used for a pre- or post-test. • Work Keys

ASSESSMENT • All adult education participants (ABE, GED, HSC and ESL) must be pre-tested at intake and post-tested at the end of the instructional period using the same DLEG approved assessment to determine educational gain. • ABE, GED AND ESL participants must be assessed for progress after every 90 hours of attendance. • Scale scores must be entered into MAERS

ADULT LEARNING PLAN • All federal/state adult ed recipients are required to maintain the DLEG-developed ALP for all participants • Tracks participant’s progress towards his/her goals and enhances the academic performance and economic success of the adult education participant • Must be completed on a program year basis, and should be initiated at intake

  17. ADULT LEARNING PLAN • Pages 1-4 Required; Pages 5 and 6 Optional • Working together, both the participant and the agency staff should determine goals, and complete, sign and date the ALP. • Technical Assistance Paper Available

  18. TUITION AND FEES • A district or intermediate district receiving funds under this section may establish a sliding scale of tuition rates on a uniform basis based upon a participant’s family income. • Tuition shall not exceed the actual operating cost per participant minus any Sec. 107 funds received. • Cannot charge tuition to a participant whose income is at or below 200% of the Federal poverty guidelines.

STATE SECTION 107 10% PERFORMANCE CRITERIA 10% of Section 107 payments to districts based upon meeting specified performance criteria: • ABE: One grade level gain in Reading or Math as determined by DLEG-approved pre- and post-test assessment. • ESL: Achievement of basic English proficiency (CASAS Reading or Listening scale score of 236 and above, or CASAS Writing scale score of 261 and above)

  20. 10% PERFORMANCE OBJECTIVE CRITERIA • GED: Passage of the official GED Test (Obtain GED) • HSC: Passage of a course required to attain a HS Diploma OR attainment of a HS Diploma • OR: Completion of a course and demonstration of proficiency in the academic skills to be learned in the course • Course: Class approved by local school board for adult education. • Proficiency: Mastering of skills required for the class, which could include passage of one or more GED tests.)

  21. MICHIGAN PERFORMANCE MEASURES • DLEG negotiated goals with USDOE • Applicable to all Michigan’s state and federally funded adult education programs • Each district/consortia should meet or exceed the negotiated goals

REPORTING REQUIREMENTS Single Record Student Database (SRSD) • For a district maintaining school during the entire school year, participant membership count must be entered into SRSD for the following count dates: • Fourth Wednesday in July • Fourth Wednesday after Labor Day • Second Wednesday in February • Fourth Wednesday in April

REPORTING REQUIREMENTS Michigan Adult Education Reporting System (MAERS) • All state and federally funded programs are required to enter participant data on a quarterly basis into MAERS. • Must enter all enrolled adult education participants into MAERS • Districts and consortia are required to report on achievement of specified performance objectives, final expenditures and program information. • During 2007-08, data fields will be added to track participant count dates and achievement of 10% performance criteria.

  27. FUNDING DISBURSEMENT • The amount allocated per full-time equated participant is $2,850 for a 450-hour program. The amount shall be proportionately reduced for a program offering less than 450 hours of instruction. • Districts/consortia receive 1/11th payments disbursed from the MDE, State School Aid Office on the 20th of each month. • A district may not commingle money received under Section 107 or from another source for adult education purposes with any other funds of the district.

  30. MICHIGAN ELECTRONIC GRANTS SYSTEM (MEGS) • Electronic application required for Federal and State adult education fund recipients beginning 2007-08 • Federal – Live on April 9 (Training: April 24/25) Info currently available. • State – Live in August (Training: July/August) To Be Determined.

  31. PROGRAM OPERATION • All districts are required to notify DLEG of their intention to operate a program by Oct. 1 • Consortium members must be identified and accepted • Narratives and budgets required • Signed local consortium agreements by all districts required

  32. 10% PERFORMANCE OBJECTIVES • 10% of payments to districts based upon meeting specified performance criteria • Purpose of 10% Performance Objective form: Report performance only for those adult education Section 107 funded participants counted and reported into SRSD • Total Adult Ed FTEs reported on the Performance Objective form must match the total Adult Ed FTEs reported into SRSD

  33. 10% PERFORMANCE OBJECTIVES Use the same FTE calculation for performance as for enrollment, if a participant met the appropriate performance criteria during the count period for which they were counted.

  34. 10% PERFORMANCE OBJECTIVES • All Section 107 adult education participants counted and reported into SRSD must be reported into MAERS, regardless of the number of instructional hours or lack of goal attainment or educational gain • During 2007-08, data fields will be added to track participant count dates and achievement of 10% performance criteria.

  35. 10% PERFORMANCE OBJECTIVES • Head count = actual number of (whole) participants enrolled (cannot report 10.2 for head count) • The number (head count/FTE) meeting the performance criteria CANNOT exceed the number (head count/FTE) enrolled • Example: If 10 participants (4.5 FTEs) were enrolled in ABE, no more than 10 participants (4.5 FTEs) can reported as meeting the ABE performance criteria. • All columns must add up correctly
