What is the Union for the Mediterranean?

Six priority projects:

  • The de-pollution of the Mediterranean Sea
  • The establishment of maritime and land highways
  • Civil protection initiatives to combat natural and man-made disasters
  • A Mediterranean solar energy plan
  • The inauguration of the Euro-Mediterranean University in Slovenia
  • The Mediterranean Business Development Initiative focusing on micro, small and medium-sized enterprises (UN Official Website)

  • Research Questions
    • RQ1: Why did Sarkozy initiate this proposal for the Union for the Mediterranean?
    • RQ2: What does the Union for the Mediterranean (and Sarkozy’s initial proposal) represent in terms of French foreign policy during the Fifth Republic? Does it represent continuity or change?
  • To analyze these questions:
    • Place in context
    • Use existent literature (on French foreign policy, Sarkozy, and the Union) to gain insight
  • Hypotheses
    • H1: Both systemic and individual factors influenced Sarkozy’s decision to spearhead a Union for the Mediterranean.
    • H2:The Union for the Mediterranean represents a change in post-Cold War French foreign policy.

      • History of advocacy, political/electoral links, view of France’s role in world affairs (further research)
      • Cooperation-focused system pushed Sarkozy to try to distinctify France, reversion to old balance-of-power politics?
  • H2: The Union for the Mediterranean represents a change in post-Cold War French foreign policy
    • The case study of the Union for the Mediterranean seems to represent a change in post Cold War French foreign policy
