  4. Revised MDG monitoring framework: the process • The Secretary-General in his Report on the Work of the Organization to the General Assembly in September 2006 [A/61/1] recommended the inclusion of four additional targets in the MDGs framework, and indicated that the IAEG would undertake the technical work of selecting the appropriate indicators to measure progress under these new targets. 3rd African Symposium on Statistical Development, Accra, 3-7 December 2007

Revised MDG monitoring framework: the process • At the 2005 World Summit, world leaders committed to four new targets, in addition to those contained in the Millennium Declaration Achieve full and productive employment and decent work for all, including women and young people Achieve, by 2015, universal access to reproductive health Achieve, by 2010, universal access to treatment for HIV/AIDS for all those who need it Reduce biodiversity loss, achieving, by 2010, a significant reduction in the rate of loss 3rd African Symposium on Statistical Development, Accra, 3-7 December 2007

Revised MDG monitoring framework: proposals by the IAEG • The Inter-agency and Expert Group (IAEG) on MDG Indicators initiated work to identify the most appropriate indicators to monitor progress in the four new targets. • The work was undertaken through the IAEG thematic sub-groups in the respective areas of responsibility. selected indicators for the additional MDG targets. 3rd African Symposium on Statistical Development, Accra, 3-7 December 2007

Work of the IAEG • In considering the new indicators, the responsible agencies within the IAEG have been working to provide the data and metadata according to the recommendations made by member states at previous sessions of the Statistical Commissions and of the IAEG, to ensure the use of the most appropriate methodology and full transparency on the estimates and adjustments made to the data provided by countries. 3rd African Symposium on Statistical Development, Accra, 3-7 December 2007

Revised MDG monitoring framework • The revised MDG monitoring framework including new targets and indicators was presented to member states at the 62nd General Assembly, as an annex to the Secretary-General’s Report on the Work of the Organization • Member states took note of the report containing the new framework • The IAEG on MDG Indicators at its 12th meeting on November 2007, recommended a re-numbering of all targets and indicators 3rd African Symposium on Statistical Development, Accra, 3-7 December 2007

[ii] The actual proportion of people living in slums is measured by a proxy, represented by the urban population living in households with at least one of the four characteristics: (a) lack of access to improved water supply; (b) lack of access to improved sanitation; (c) overcrowding (3 or more persons per room); and (d) dwellings made of non-durable material.

  19. Work of the IAEG • The main objectives of the work of the group remain: a) improving the effectiveness of capacity building activities; and b) ensuring data quality and transparency, and reduce data gaps. 3rd African Symposium on Statistical Development, Accra, 3-7 December 2007

Work of the IAEG • Improving the effectiveness of capacity building activities The group bring together international agencies, regional commissions and country representatives to set priorities and identify ways to improve the delivery of capacity building programmes and promote the scaling-up of resources. 3rd African Symposium on Statistical Development, Accra, 3-7 December 2007

Work of the IAEG • Ensuring data quality and transparency Continuing its work to implement the recommendations by the Friends of the Chair on MDG Indicators and those in the ECOSOC resolution Implementing the recommendations made by its member countries in 2006, to help them improve coordination within the national statistical system and their reporting mechanisms to the international agencies. • Survey to countries and agencies on coordination and reporting Addressing some key methodological issues, including the use of population figures in the computation of the indicators and regional aggregates. Continuing to improve the content and structure of the metadata and the tools available on the website. • SDMX task team to develop the data structure for MDG Indicators • revision of the handbook for country reporting • revision of the metadata on international series and upgrading of the database 3rd African Symposium on Statistical Development, Accra, 3-7 December 2007

Work of the IAEG • Reducing data gaps The group has developed a plan to Involve more extensively regional commissions in data checking purposes (discrepancies between national and international data series) and in channelling and following-up on specific queries on data and metadata between national statistical systems and international agencies The plan also involves identifying underlying causes for data gaps and make specific recommendations for improvement 3rd African Symposium on Statistical Development, Accra, 3-7 December 2007
