Legislative Report – Land Use and Planning Resources
- Air Quality Assessment Tool – initially focused on GHG
- Drove need for immediate implementation of MOVES2010 based on available data
- MOVES2010a Start-up
- Setting up Run Specifications using the MOVES2010a GUI
- Using the County Data Manager and Developing Local Inputs
- Not going to cover software installation
- created by MOVES2010a with selected inputs and parameters - saved with a .mrs extension
- Allows subsequent identical runs
- Allows other runs with slight changes
- Allows batch file runs
- Naming – should include county, year and at least one additional descriptive piece.
- CDM – County Data Manager
- Population - Vehicles
- 1 = Off-Network
- 2 = Rural Restricted Access
- 3 = Rural Unrestricted Access
- 4 = Urban Restricted Access
- 5 = Urban Unrestricted Access
- Source Types (Vehicle Classes) –
- 11 = Motorcycle
- 21 = Passenger Car
- 31 = Passenger Truck
- Etc.
Set up entire RunSpec (except geographic bounds) file first
- Allows CDM to filter default database for relevant information.
- Allows CDM to conduct error-checks on imported data
- RunSpec can have only one county and one calendar year selected
Now leaving the MOVES Master GUI and entering the County Data Manager (CDM)
- While you are in the CDM, the MOVES Master GUI is locked
- CDM –tool to import data into a county database
- Data is not entered directly into the CDM, but in Excel and then imported.
CDM can create templates or export default data (for some inputs)
- This provides the proper format to work from
- If you want to use the default data, you need to export it and then import it.
- Imported data can be cleared tab by tab or for all tabs at once

Non-motorized vehicles deleted from DVS data (trailers)
- Condensed to MOVES population classes
- ATR data used to disaggregate trucks to finer detail (2 and 3+ axle SU; 3, 4 & 5+ axle multi-unit; Twins)
- Improvement to be implemented: MOVES2010 converter tool fraction used to split DVS pick-up trucks to passenger vs. light commercial (60/40)
Annual VMT – Total county VMT direct from MnDot data; proportioned by surce type (vehicle classes)
- Temporal distribution
- Month – MnDOT ATR’s
- Hour – Travel Demand Forecast Model
- Day – National Defaults (weekday vs weekend)
- Simplifying assumption – all vehicles exhibit same distribution

VMT by Speed data – potential source INRIX data as per MnDOT/TTI study (also better hourly distribution and day distribution data)
- Vehicle Class data – work with DVS to fill all categories
- Meteorology – develop needed local data in coordination with State Climatologist
- Vehicle Age – update with DVS vehicle registration data
Tool to assist local decision makers by including projected VMT and AQ change due to land use development decisions
- Based on travel model HB VMT/HH and NHB VMT/employee by community
- Elasticities from national literature
