Senate Bill 850In Packet • School Improvement Plans – Middle Grades • Early Warning Indicators • Intervention Strategies for Students with Parent Notice • CAPE Digital Tool Certifications 6-12 • CAPE ESE Digital Tools – IEP • District Hazing Plan – prohibits hazing grade 6-12 • Collegiate High School Program – Each district one or more programs

Senate Bill 850 • District inservice plan for middle grades instructional personnel and school administrators • Personal learning scholarship accounts for SWD • District will be required to complete a matrix of services upon the request of the parent • District must notify the student and his or her patent about locations and times to take all statewide standardized assessments (Including FAA) • District shall notify the parent about the availability of a reevaluation at least every 3 years

Senate Bill 850 Beginning with SWDs entering grade 9 in 2014-2015: • IEP declares the intent for the student to earn a standard diploma with a scholar or merit designation or a certificate of completion • For SWDs whose IEP team and parent agree the FAA is the appropriate assessment: • Course substitutions • Portfolio of quantifiable evidence of mastery

Senate Bill 850 Beginning with SWDs entering grade 9 in 2014-2015: • For SWDs whose IEP team and parent agree the standard statewide grade level assessments are the appropriate assessment: • Academic and employment competencies • Industry certifications • Occupational completion points • Measures of successful employment

House Bill 5101 Computer Science and Technology Instruction • Elementary and middle school digital classrooms • Improve digital literacy and competencies • Learn digital skills including coding • Media presentations and graphics • Earn digital tool certificates • High schools – computer science courses that result in earning industry certifications can substitute for mathematics or science credit

House Bill 5101 • Additional hour of instruction in reading for the 300 lowest-performing elementary schools • Florida Digital Classrooms Allocation (FEFP allocation) • District digital classrooms plans with measurable student performance outcomes • Digital learning and technology infrastructure • Professional development • Digital tools • Online assessment-related purchases • Each school district shall be provided a minimum of $250,000 with the remaining distributed based on K-12 full-time enrollment • Beginning 2015-2016 school districts shall report the use of funds

Senate Bill 864Instructional Materials • District policy regarding a parent’s objection to a specific instructional material • Process for parent to file a petition • School Board must conduct at least one public hearing on all petitions • Requirements for district adoption process • School district shall make available, upon request, sample copies of all instructional materials that have been purchased • Beginning 2014-2015 the school board shall uses at least 50% of the annual allocation for the purchase of digital or electronic mathematics • State continues to provide an adoption process

  10. Student Tutorials • Student access is granted through the FDOE Single-Sign On (SSO) • Students will go through a one time self-registration process for an SSO account • Students must be reported by the district through the Classroom Enrollment Tool (CET)

Middle Grades Requirements • See handout – bill language • 1003.4156 – General requirements for middle grades promotion (Find the pages) • Student must participate in the Algebra I EOC • For high school credit • Student must pass the course with EOC results as 30% • To graduate • Student must pass the EOC or earn a comparative score (cite the line numbers - highlight)

Middle Grades PromotionS. 1003.4156, F.S. • Students enrolled in high school Geometry or Biology must take the EOC. • EOC performance constitutes 30% of the student’s final course grade • Passing grade must be earned to earn high school credit • Students DO NOT have to pass the EOC for course credit • Beginning in 2013-2014, a student must take the Civics EOC, and performance constitutes 30% of the student’s final course grade. • See new language on transfer (c) Students enrolled in Algebra 1, Geometry, or Biology must take the EOC and cannot be required to take the corresponding grade-level FCAT.

Email Question “Does a student that is in the 12-13 cohort (Sophomore) who took Algebra Honors in the 10-11 school year (in middle school) transferring from a neighboring FL district need to sit and pass the Algebra I EOC? They come with the credit (awarded at the end of the 10-11 school year) but do not appear to have ever sat for the EOC. Based on my understanding, I don’t think the student needs to. I believe this fails under the Universal Transfer of Credit section of SB 1076 and the new glitch bill but I want to ask the experts.”

Course SubstitutionsSection 1003.4282 • May substitute industry certifications for which there is a statewide college credit articulation agreement for math or science credit (HB 1501 - computer science course substitutions) • Interscholastic sports if the student passes a competency test on physical fitness for physical education • Marching band or dance class for one-half credit in physical education or performing arts • Two years of R.O.T.C. for physical education or practical arts

Online Course Requirement ALERT • Take a pen or pencil and strike through the following on lines 1353-1355, “Beginning with students entering grade 9 in the 2013-2014 school year the required online course may not be a driver education course.” Senate bill 850 trumps this – Beginning with the students who entered 9th grade in 2011-2012, students must earn credit in an online course. This CAN be drivers education!

Scholar DesignationBeginning on line 1686 Yeah! 1003.4285 Scholar Diploma Designation • Beginning with students entering grade 9 in 2014-2015 • Pass the grade 11 ELA statewide assessment • Pass the Geometry statewide assessment • Students who earn minimum scores necessary to earn college credit on Advance Placement (AP), International Baccalaureate (IB), or International Certificate of Education (AICE) U.S. History or Biology exams meet the requirement to pass the EOC in the respective general education course.

NEW If a transfer student’s transcript shows a final course grade and course credit in Algebra I, Geometry, Biology I, or United States History, the transferring course final grade and credit shall be honored without the student taking the requisite statewide, standardized EOC assessment and without the assessment results constituting 30 percent of the student’s final course grade.
